General Information

The Bureau of Reclamation, Parker Dam and Power Plant is located at 2001 Parker Dam

Rd. Parker CA, 92267 in San Bernardino County California, Latitude: N 34° 17' 41.3844"

Longitude: W 114° 8' 24.9684".

Background

The Bureau of Reclamation (BOR) Parker Dam has 4- 30MW Francis style turbine hydrogenators equipped with Eaton/ Basler static excitation cabinets. These excitation cabinets were installed between 2005 and 2011 and require the voltage regulators on all (4) generator units to be refurbished. The current voltage regulators are Basler ECS-2100. The main processor chip on the Basler ECS-2100 is obsolete and cannot be repaired, replaced nor is it supported anymore and is a known point of failure. Reclamation is looking to replace the Basler ECS-2100 with the current Basler Regulator DECS-2100 as well as the other associated components included in the BASLER DECS-2100 digital exciter controller upgrade.

Scope of Work

Overview- Provide the retrofit of the current Basler ECS-2100 voltage regulators with current Basler DECS-2100 voltage regulators conversion kit. Vendor shall provide a turnkey installation to include all labor, parts, equipment to install, commission, and train personnel on the four 30MW hydrogenating units at Parker Dam.

Requirements

Digital front end retrofit the current Basler ECS-2100 voltage regulators to DECS-2100 voltage regulator on generator units P-1, P-2, P-3, P-4 with installation, commissioning, and training. Also provide a complete spare 5th set of all hardware components

(programmed) and cables associated with DECS-2100 Front-End Upgrade Kit programmed for future and a minimum of 1 spare Magnum DS MDS816 Exciter Breaker.

This requirement must meet the following criteria:

1. Provide the current version of Basler BESTCOMS™ Pro Controller configuration tool

2. Auto tuning of control loops

3. Must use existing rectifier bridge.

4. Plug and play replacement.

a. Compatible with existing analog to digital I/O boards

5. All equipment must fit within existing equipment footprint for all four units.

6. Research of the existing Generator Control System to finalize Installation Details.

7. The existing ECS2100 controller utilizes a throughput sampling rate of 1kHz (the code reads inputs, executes excitation system and power system stabilizer code and updates the outputs ever 1 millisecond). Any replacement controller must meet or exceed this performance requirement.

8. Removal of the existing ECS2100 control equipment and Installation of the new

Basler Electric DECS-2100 Front-End Retrofit.

9. Supply any additional cabinet wiring, which may be needed, with regard to the installation of the new Basler Electric Exciter System.

10. Provide the “Interface Design” of the new Systems including:

a. Provide all revisions to the existing Elementary System Drawing Package of the Generator Control and Voltage Regulator Systems.

b. Connection details for all new devices as supplied by contractor to be installed in the new Regulator Control Panel.

c. System Connection Drawings.

d. Wiring Lists of wires to be removed, wires to be reused and new wire to be added.

e. Interface details for direct connection of the new excitation equipment to the existing Control System and details on existing equipment to be removed from service.

f. Voltage Regulator Control System Settings.

g. Digital Documentation Package to include.

▪ a. Instruction Manuals for all equipment of the new Basler Electric

Systems.

▪ b. As Built Digital Drawings (per above in items 10a – 10f), supplied in AutoCAD (dwg format).

▪ c. Startup Report, including all Software Settings.

11. Provide On-Site Turnkey Services by Basler factory trained Technical Expert with regard to the Installation, Connection and Interconnection of the new Basler

Electric Systems.

a. Remove the ECS2100 equipment.

b. Install the new DECS-2100 Front-End retrofit in the existing exciter cabinet.

c. Interface with the existing Generator Control, Protection and Annunciator

Systems.

d. Provide System Checkout / Testing of all new equipment, devices and interconnection cables.

12. Provide System Startup Services

a. Shut-down (Unit at standstill) checks with external equipment – DCS, Remote Switches, etc.)

b. Off-Line (Rated Speed No-Load) Set-Up and Testing of the new Voltage

Regulator Control System.

c. On-Line (With Load) Set-Up and Testing of the new Voltage Regulator

Control System

13. Provide the “final” System Startup Report with regard to the commissioning of the new Basler Electric Type DECS-2100 System.

c. On-Line System Tests

▪ On-Line OEL Overexcitation Limiter Stability Step Test

▪ UEL Under-excitation Limiter Settings & Stability Step Test

15. In addition to the retrofit also include the replacement of the following devices, for each of the 4 Generator Excitation System Upgrades:

a. Qty.2- BCM-2, 2nd Generation Bridge Control Module

b. Qty.2- IT-2, Isolation Transducer for Bridge

c. Qty.6- Conduction Monitors, phase current at input to frame bridge Part number 9427107101

d. Qty.4- DIOM-2, 2nd Generation Digital I/O Module

e. Qty.4- AIOM-2, 2nd Generation Analog I/O Module

f. Qty.4- IT-2, 2nd Generation Isolation Transducer

g. Qty.2- DXCB-2, 2nd Generation De-Excitation & Crowbar Module

h. Qty.1- FGD-2, 2nd Generation Field Ground Detector Module

i. Qty.1- BE1-FLEX Protective Relays Style: K – T3 N0 N0 N0 – W9 – E5 –

1N0 – E01N

j. Complete set of spares of all the above listed parts a.- i.

16. Include backups to all programs to include changes made during commissioning.

Prior to leaving work site at project completion.

DELIVERABLES

The Contractor shall supply the Bureau of Reclamation with As-Built drawings for all work performed. These drawings shall be AutoCAD drawings in electronic format (.dwg file extension). Drawings shall be provided prior to Contractor leaving the site at the completion of the contract.

PERFORMANCE PERIOD

Contractor must provide lead time for all parts and estimated installation time.

Installation will occur during and align with the FY26 maintenance outages season, this schedule is below. No sooner than October 1, 2025. Installation and commissioning must be completed at least 4 days prior to the end of the outage schedule to allow for closing of outage.

WORK HOURS

Normal work hours are Monday through Thursday, except federal holidays, 7:00 a.m. to 4:30 p.m.

If work needs to be done outside these hours the contractor must request from the CO or COR in advance.

CLEANUP AND DISPOSAL OF WASTE MATERIAL

Any viable spare parts removed from the exciting excitation cabinets will remain property of the

Bureau of Reclamation and will be turned over prior to the project being deemed completed.

The contractor shall be responsible for all cleanup of waste materials or rubbish and will also be responsible for disposal of all waste materials that have special restrictions or considered hazardous materials if not a viable spare part. Disposal shall be in accordance with this paragraph and all applicable Federal, State, and local regulations, standards, codes and laws. Also, the requirements contained in the Bureau’s “Reclamation Safety and Health Standards” are applicable to clean up and to dispose waste materials and rubbish. In the event that there is a conflict between the requirements contained in this paragraph, the Bureau’s “Reclamation Safety and Health

Standards”, and other Federal, State, or local regulations, standards, codes, and laws, the more stringent requirements shall prevail.

SITE CONDITIONS

Contractors will have access to water, electricity, and restrooms while on site. There will be no asbestos in any of the areas where the contractors will work.

SECURITY

All service locations under this contract are within secured areas. The COR will arrange for the

Contractors entry into such areas and inform the Contractor of security procedures. The Contractor shall comply with all security procedures.

The Contractor shall supply the Bureau of Reclamation with the legal names of all employees who will be working under this contract. The Bureau of Reclamation reserves the right to run security checks on such employees. If, in the judgment of the Bureau of Reclamation, any employee fails to meet minimum security requirements or proves to be detrimental to the security of the Bureau of Reclamation facilities, the Contractor, upon request, shall remove such employee from any work under this contract.

Powerplant control room is a restricted access area and only can be entered if escorted by an authorized Reclamation employee.

CONTRACTOR QUALIFICATIONS

Must be Basler factory trained technicians to perform all work. The technicians should be able to provide Basler certifications or Basler Identification.
