About this file
This is a Design Narrative for the Blanchard Springs Sewer Repair project prepared by Marrero, Couvillon and Associates, LLC in February 2026. The project scope encompasses repairs to a damaged sewer line and upgrades to two lift stations that feed the sewer line.
Gravity sewer line work includes cleaning, closed-circuit television (CCTV) inspection, and rehabilitation using Cured-In-Place Piping (CIPP) products with point repairs performed as needed. The force main leaving Lift Station No. 2 will be completely replaced using the following methods: 62 feet of open cut installation with 4" DR-9 fusible HDPE, 320 feet of horizontal directional drilling with 4" DR-9 fusible HDPE under North Sylamore Creek, and 413 feet of open cut 6" DR-9 fusible HDPE to manhole 9. The 460-foot gravity line between manhole 9 and 10 will be removed and replaced with 6" SDR-26 PVC pipe, with manhole 9 replaced in entirety and 20 feet of 10" steel casing installed to cross the ditch. Lift station improvements include power tool cleaning and epoxy coating of cover plates to SSPC-SP-3 standards, replacement of aluminum hatches, replacement of submersible grinder pumps (two 2 HP units in Lift Station 1 and two 3 HP units in Lift Station 2), new control systems with multi-level operation and alarm functionality, replacement of piping and valves from pump discharge to exit flanges, new electrical panels, lighting, surge protectors, and unit heaters for freeze protection.

BLANCHARD SPRINGS SEWER REPAIR
DESIGN NARRATIVE
FEBRUARY 2026
The scope of this project is to make repairs to a damaged sewer line and upgrades to the 2 lift stations feeding this sewer line.
The existing gravity sewer lines will be cleaned, CCTVed, and rehabilitated using Cured-In- Place Piping products. Appropriate point repairs will be performed prior to the CIPP work.
The existing force main leaving Lift Station No. 2 will be replaced in its entirety. The portion immediately leaving Lift Station No. 2, 62 feet, will be replaced by open cut methods using 4” DR-9 fusible HDPE. At this point, the force main will be replaced by 4” DR-9 fusible HDPE pe installed by horizontal directional drilling under North Sylamore Creek for 320 feet. At the end of the horizontal directional drill, open cut 6” DR-9 fusible HDPE pipe, 413 feet, by open cut methods will continue to MH#9. The 460 feet gravity line between MH#9 and MH#10 will be removed and replaced with 6” SDR-26 PVC pipe. MH#9 will be replaced in its entirety. 20 feet of 10” steel casing will be used to cross the ditch between MH#9 and MH#10.
The top and underside of the cover plates in the lift station will be power tool cleaned to SSPC-SP-3 standards and coated with 3 mils of epoxy applied to the underside of the plate. The existing hatches will be removed and replaced with aluminum hatches.
The (2) 2 HP submersible grinder pumps in lift station 1 will be replaced in kind. Controls for the 2 pumps will be replaced as well. The 1st pump will operate when the sump reaches the specified Hi level, and the 2nd pump will operate if the sump reaches the Hi Hi level. An alarm light will come on if the level reaches the HI HI HI level. The existing Hi level alarm ligh will be replaced.
The (2) 3 HP submersible grinder pumps in lift station 2 will be replaced in kind. Controls for the 2 pumps will be replaced as well. The 1st pump will operate when the sump reaches the specified Hi level, and the 2nd pump will operate if the sump reaches the Hi Hi level. An alarm light will come on if the level reaches the HI HI HI level. The existing Hi level alarm light will be replaced.
Piping and valves will be replaced in both Lift Stations from the pump discharge to the lift station exit pipe flange.
Existing power for the lift stations is sufficient to power the new pumps and control panels.
Existing lighting and power panels will be removed in each lift station. New Lighting, new panels, and new surge protectors will be installed in each lift station. A unit heater will be installed in each lift station for freeze protection.
