About this file
This is a construction project specifications document for the Blanchard Springs Sewer Line Replacement project in Mountain View, Arkansas, prepared for the USDA Forest Service. The project scope includes rehabilitation and replacement of the wastewater collection system at Blanchard Springs Recreation Area, with major work items encompassing cleaning and lining of existing gravity sewer lines using Cured-in-Place Pipe (CIPP) products, installation of approximately 830 linear feet of new 4" DR-9 fusible HDPE pressure force main piping (including 330 linear feet via horizontal directional drilling beneath North Sylamore Creek), removal and replacement of approximately 365 linear feet of 6" gravity sewer line with new 6" SDR-26 PVC pipe, manhole replacement and connections, and complete rehabilitation of two lift stations including replacement of submersible grinder pumps (2 HP units in Lift Station 1 and 3 HP units in Lift Station 2), installation of new control panels with surge protection and float controls, new stainless steel rail systems, electrical upgrades with 100-amp service breakers and LED lighting, ceiling-mounted electric heaters for freeze protection, and replacement of fiberglass reinforced plastic (FRP) doors and frames.
The specifications establish 40 distinct pay items covering mobilization, site work, erosion control, pipe removal and installation, directional boring, point repairs, CIPP lining, equipment demolition, pump and control installations, plumbing modifications, electrical work, and painting. The contractor must submit detailed submittals including a Spill and Erosion Control Plan, CIPP installation procedures, traffic control plan, construction schedule, and operation and maintenance manuals within specified timeframes after Notice to Proceed. Work restrictions require Monday-Friday operations between 0700-1800 hours with no weekend or holiday work without written authorization; staging areas are limited to the Swim Beach parking lot and areas designated by the Contracting Officer. The contractor must provide on-site project commissioning training to Forest Service personnel on system operation and maintenance, with final payment contingent upon completion of all punch list items and approval of corrected operation and maintenance manuals. Submittals require 15 calendar days for Contracting Officer review, and any proposed product substitutions must include detailed side-by-side comparisons demonstrating equivalence to specified products.

E. Construction Quantities (CQ) - These quantities denote the final number of units to be paid for under the terms of the contract. They are based upon the original design data available prior to advertising the project. Original design data include preliminary survey information, design assumptions, calculations, drawings, and the presentation in the contract. Changes in the quantity of units SHOWN in the SCHEDULE OF ITEMS may be authorized under any of the following conditions:
1. As a result of changes in the work authorized by the Contracting Officer.
MEASUREMENT AND PAYMENT 012700 - 2
