About this file

This document is a Forest Service Supplemental Specifications (FSSS) file that modifies the Federal Highway Administration's Standard Specifications for Construction of Roads and Bridges on Federal Highway Projects (FP-24) for National Forest System road construction projects. The FSSS incorporates Forest Service-specific requirements and changes applicable to individual projects while maintaining the base FP-24 specifications as the foundational standard.

The supplemental specifications make several key modifications to FP-24: they delete or substantially revise Sections 102 (Bid, Award, and Execution of Contract), 103 (Scope of Work except Intent of Contract), 108 (Prosecution and Progress), and portions of Sections 104, 105, 106, and 109. Notable changes include adding definitions specific to Forest Service contracts (such as Purchaser, Pioneer Road, Protected Streamcourse, and Road Order), establishing decimal accuracy standards for payment quantities across various measurement units, clarifying contractor use of Forest Service roads subject to Road Orders, and specifying that merchantable timber and excess materials from clearing operations become Government property. The specifications include a Forest Products Utilization Standards table for clearing and grubbing operations specifying maximum stump heights, minimum piece lengths, and diameter requirements. Section 101 updates abbreviations and terminology to reflect Forest Service conventions and deletes references to Transportation Acquisition Regulations (TAR), replacing them with Agriculture Acquisition Regulations (AGAR). The document also includes a detailed illustration of road structure terminology and modifies concrete testing requirements in Section 552.
