About this file

This is a Questions and Answers memorandum for RFQ 12445526Q0126 issued by the United States Forest Service Procurement Operations (PROPS) East Zone Team 3 Construction on 27 August 2026. The document addresses four clarifying questions from prospective contractors regarding a construction project involving work on a pond and bridge structure.

The document provides key project logistics and contractor responsibilities. The pond will be drained on or around 13 October and refilled in mid-May, with the pond remaining fully drained during the construction period. A Notice to Proceed will be issued as soon as practicable following award, with projected performance start dates included in the Solicitation. Water will continue to flow through a gate but will not affect the construction area, eliminating the need for bypass pumping, diversion, or dewatering. Site access is limited to an approximately 5-foot-wide hard pack trail with staging available in a parking lot at the trail's beginning. Concrete pump trucks cannot access the site, requiring contractors to either carry concrete along the trail with appropriately sized equipment or mix concrete on site. Contractors are responsible for all concrete sampling, test cylinders, laboratory testing, and associated costs. The document was signed by Matthew L. Killian, Contracting Officer for USFS PROPS EZ 3 CONS.
