Statement of Requirement

The project requires periodic, performance-based snow removal and ice mitigation services from three

(3) administrative sites of the Lake Tahoe Basin Management Unit (LTBMU) to ensure uninterrupted, safe facility access throughout the winter seasons. The contractor shall be responsible for clearing accumulated snow on all designated asphalt and concrete pavements, roadways, parking areas, and walkways utilizing both heavy plow methods and specialized rotary snow removal equipment. The Contractor shall furnish all necessary labor, qualified equipment operators, machinery, tools, materials, and supplies necessary for the execution of snow removal operations as specified.

Refer to the attachment titled “LTBMU Snow Removal SOW” for a complete list of requirements, site definitions, and the full graphical layout drawings detailing required clearance areas, obstacle caution zones, and designated snow piling parameters for each administrative site.

Core Project Locations & Operational Delivery Parameters Services shall be physically performed and delivered directly to the following coordinate administrative facilities:

Site 1: LTBMU Forest Supervisor's Office

• Address: 35 College Drive, South Lake Tahoe, CA 96150.

• Morning Clearance Mandate: Contractor shall remove all accumulated snow from designated roadways, walkways, and parking areas when a minimum threshold of 4 inches of snow has fallen.

Operations must be executed seven days a week early enough to have all areas completely cleared of snow by 0630 hours local time.

• Subsequent Daily Operations: If a subsequent, dynamic winter storm accumulates an additional minimum of 6 inches of snowfall during the day by 1400 hours, the contractor must clear designated areas to ensure government vehicles can continuously enter and leave the facility safely.

• Site Hazard Boundaries: Operators must exercise extreme caution to prevent property damage to the perimeter fences at the west side parking lot, the over-the-bank dropdowns on the Northwest side of the primary building, and the structural secure government vehicle parking area fences.

Site 2: LTBMU Meyers Work Center

• Address: 3030 Highway 50, Meyers, CA 96150 (Approximately 8 miles south of South Lake

Tahoe).

• Morning Clearance Mandate: Contractor shall remove accumulated snow from designated roadways and transit zones seven days a week only when a minimum threshold of 4 inches of snow has fallen. Clearance operations must be fully completed by 0700 hours local time.

• Subsequent Daily Operations: If an additional minimum of 6 inches of snowfall accumulates during a single continuous weather event by 1400 hours, the contractor must initiate secondary clearance operations to maintain safe vehicle ingress and egress.

Site 3: LTBMU South Shore Estates Area

• Address: South Lake Tahoe, CA (Located approximately 2.5 miles northwest of South Lake Tahoe and approximately 1/4 mile west of the Camp Richardson Resort).

• On-Call Delivery Mandate: This historic facility operates strictly on an on-call basis behind a locked perimeter security gate. Performance must be completely executed within 24 hours of standard official notification issued by the designated Forest Service point of contact, Bailey Cowell at 530-721-6109 or bailey.cowell@usda.gov

Workmanship, Liability, and Safety Standards

• Site Familiarization: Contractors are strongly encouraged to independently visit and thoroughly familiarize themselves with the topography, pavement boundaries, and surrounding structures of all roads and parking lots prior to proposal submission or the initiation of performance.

• Personnel Qualifications: All work shall be performed in an expert, highly skillful, and professional manner. The contractor must provide fully qualified, competent equipment operators. At least one designated individual on-site during active clearance operations must be fully conversant in the English language.

• Property Liability: The contractor shall be held strictly liable for any loss, severe damage, structural degradation, or physical destruction resulting from negligent or wrongful acts committed by the firm, its operators, or its subcontractors. Extreme care must be exercised to prevent hidden plow damage to adjacent trees, concrete curbs, electrical boxes, utility structures, or landscaping obstacles covered by snow. Avoidable or major damage to trees and administrative facilities will result in immediate direct cost deductions from monthly payments due to the contractor.

Holiday Exclusion Windows & Emergency Mandates

No standard baseline snow removal operations or non-emergency maintenance actions are authorized on-site during the following specific federal holiday windows:

• Memorial Day Window: May 27th to May 30th.

• Independence Day Window: July 1st to July 4th.

• Labor Day Window: September 2nd to September 5th.

mailto:bailey.cowell@usda.gov

Emergency Performance Exception: Because this is a performance-based winter safety contract, if unseasonal winter weather triggers the mandatory 4-inch snow accumulation threshold during these specific holiday windows, the contractor remains fully obligated to execute morning emergency access clearances to maintain administrative site availability and safety.

Award Type

It is anticipated that a single, Firm-Fixed Price (FFP) Purchase Order consisting of one (1) one-year base period and four (4) sequential one-year option periods shall be awarded as a result of this synopsis/solicitation. The total duration of this contract action shall not exceed five (5) years and six

(6) months.

The Government intends to make one award from this solicitation. Therefore, to be considered responsive and eligible for technical evaluation, contractors must submit firm pricing for all individual line items (CLINs 0001 through 4003) across the entire baseline schedule. Failure to propose pricing for all individual line items shall result in a quotation being excluded from further consideration.

Evaluation and Basis for Award

The provision at FAR 52.212-2, Evaluation—Commercial Products and Commercial Services is not applicable to this solicitation. In lieu of this provision, quotes will be evaluated in accordance with FAR 12.203 based on the criteria listed below. Award will be made to the offeror representing the best value to the Government.

The Government will utilize the Lowest Price Technically Acceptable (LPTA) source selection process, executed via a strict Price-First evaluation technique.

1. Initial Price Ranking: All electronic quotes received by the strict deadline will be initially ranked by total proposed price (the cumulative total of the Base Year and all individual Option Years calculated together).

2. Technical Review Sequence: The Government will select the single lowest-priced quote from the ranking array. The non-price factors (Technical Capability and Past Performance) for that quote will be evaluated on a strict pass/fail (acceptable/unacceptable) basis.

3. Award Determination: If that single lowest-priced quote is evaluated as "Acceptable" across all non-price factors, that quoter represents the best value. The evaluation process will conclude immediately, and award will be made. No other quotes will be reviewed.

4. Subsequent Reviews: If the lowest-priced quote is evaluated as "Unacceptable" in any non-price factor, it will be excluded. The Government will then proceed to evaluate the technical package of the next lowest-priced quote in the ranking sequence, repeating this iterative process until a quote is found that is completely technically acceptable.

Non-Price Evaluation Standards Quoters must receive an "Acceptable" rating in both of the following factors to be eligible for contract award:

https://www.visiblethread.com/glossary/lpta-lowest-price-technically-acceptable/

Factor 1 - Technical Approach/Capability: Evaluated on a pass/fail basis. The Government will review the quoter's documentation to ensure it demonstrates a sound approach, clear understanding of the project scope, equipment capacity to execute both plow and rotary clearance methods, the immediate availability of qualified operators to hit early morning clearance timelines (0630 hours for Site 1, 0700 hours for Site 2), and the presence of an on-site supervisor fully conversant in the English language.

• Voluntary Experience Questionnaire: To assist with the evaluation, quoters are encouraged, but not required, to complete and submit Form FS-6300-27 (Experience Questionnaire).

Submission is strictly voluntary; quoters who choose not to utilize this form will not be penalized, provided their independent proposal text clearly satisfies all baseline standards.

Factor 2 - Past Performance: Evaluated on a pass/fail basis. The Government will review the quoter's submitted performance history to determine the relevance and quality of recent snow removal or grounds maintenance actions. The Government may utilize any references provided, along with information available from past contracts/orders with the USDA, other Federal agencies, or the Contractor Performance Assessment Reporting System (CPARS) to determine if the Contractor has acceptable or neutral Past Performance.

• Acceptable: The contractor shows a demonstrated ability to meet contract requirements in prior or current contracts, including quality of work, timeliness, cost control, business relations, and adherence to contract terms.

• Neutral: Offeror does not have a past performance record.

• Unacceptable: The contractor has a documented history of failing to meet contract requirements, including poor quality, missed deadlines, cost overruns, lack of responsiveness, or unethical behavior.

Next Steps: If the matter cannot be resolved at Tier 1, the interested party may file a written agency protest under Tier 2.

USDA encourages all parties to seek resolution with the Contracting Officer before filing an agency protest.

Tier 2: Agency Protest If concerns cannot be resolved at Tier 1, an interested party may file a written agency protest with either the Contracting Officer or the USDA Independent Review Authority. The decision by the USDA Independent Review Authority is an alternative to a decision by the Contracting Officer. The USDA Independent Review Authority will not consider an appeal of the Contracting Officer’s decision on an agency protest.

The protest must state whether the protester elects review by the Contracting Officer, by the UDSA Independent Review Authority. If no election is stated, the Contracting Officer will decide the protest.

Required Information: Protests shall include the information set forth in FAR 33.104-4 (a)(3).

Failure to submit the required information may result in a delay or dismissal of the protest.

Submission: Agency protests should be submitted electronically to SPE.inquiry@usda.gov and the Contracting Officer.

Timeliness: Protests must be filed within the timeframes specified in FAR 33.104.

mailto:SPE.inquiry@usda.gov

Effect on Award or Performance: Contract awards or performance will be suspended during the protest period unless justified in writing for urgent and compelling reasons or determined to be in the best interest of the Government.

Review Timeline: USDA strives to resolve agency-level protests within 35 business days of receipt.

Election of Forum: By filing a protest with USDA, the protesters agree not to file a protest on the same matter with the Government Accountability Office (GAO) or any other external forum while the agency protest is pending. If such a protest is filed externally, the USDA agency protest will be dismissed.

Questions: Questions regarding this notice or protest procedures should be directed to the Contracting Officer identified in this solicitation.
