About this file
This is a Questions and Answers document for LTBMU Parking Lot Snow Removal solicitation 12444527Q0006, a total small business set-aside. The document clarifies procurement requirements for snow removal services at multiple parking lot locations. Pricing must be submitted as separate firm-fixed unit prices for each line item and each contract year, with payment based on individual plow events rather than seasonal totals. The base year includes two events per location, while each option year includes twelve events per location. Once contractor performance reaches the contract value limit, work must cease until the contracting officer provides further authorization. The contractor has 24 hours from notification to complete snow removal services. No bid guarantee, performance bond, or payment bond is required. An experience questionnaire is optional but allows offerors to demonstrate past performance and technical capabilities. Sidewalk clearing is not included in the required scope, and no ice treatment services or materials are required.
Equipment selection is at the contractor's discretion, and the document confirms that alternative equipment (such as CAT 906 loaders or Bobcat Toolcats with appropriate attachments) is acceptable if it meets plow and rotary snow-removal capabilities. Subcontracting is allowable with no limitations. The revised Schedule of Items form attached to the solicitation contains updated quantities and is the correct pricing document for submission. Safety plans are required by the contract awardee following contract award, not before bid submission. The technical point of contact is Bailey Cowell at bailey.cowell@usda.gov. Performance is scheduled to begin on or about November 15, 2026.

Questions and Answers
12444527Q0006
Does the RFQ or intended purchase order require any bid guarantee, performance bond, or payment bond? If so, please identify the applicable clause and amount.
No
Please confirm that prices must be entered separately for every line item 0001 through 4003 in
Schedule_of_Items_RFQ1838066.docx, and whether those items are fixed seasonal amounts, estimated per-event quantities, or another unit of pricing.
A bid value for each bid item for each year must be provided.
Please confirm any mandatory experience questionnaire attachments, past-performance reference format and the permitted approach for firms whose directly relevant snow-removal experience is performed through their operations team.
An experience questionnaire has been attached to this solicitation. It is NOT a mandatory deliverable, however it offers a company the opportunity to indicate their past performance/technical capabilities. If the form is not used, it is the discretion of the offeror how they wish to notate their past performance and technical capability.
Please confirm the exact work area and access points for the South Shore Estates site.
SEE map provided in the Statement of Work (SOW)
The base-year schedule lists two events per location, and each option year lists 12 events per location.
Are additional authorized events beyond the listed quantities paid separately at our quoted firm-fixed unit prices?
Once contractor has reached performed work to the limit of the contract value, work needs to stop until the contractor receives direction from the contracting officer.
Does the required afternoon return after another six inches of snowfall count as another paid event, or is it included in the initial morning occurrence?
Each snow removal effort as described in the statement of work represents a singular event regardless of whether a removal event already took place that day or during a sustained storm as long as the accumulated amount of snow reached the depth as described in the statement of work.
During a prolonged storm requiring further clearings, what defines the start and end of one paid event?
12444527Q0006
Would each additional authorized clearing constitute a separate paid occurrence, or would multiple visits during the same storm be included under one occurrence?
See previous response
What authorization or funding limits apply when actual snow removal services exceed the estimated quantities?
Please also clarify how additional services must be authorized before performance.
The contractor is not authorized to continue to work once the awarded funding amount is spent.
Is a conventional plow truck mandatory, or is equivalent equipment acceptable?
Specifically, would a CAT 906 loader equipped with an Arctic snow pusher, bucket, and snowblower attachments, supported by a Bobcat Toolcat equipped with a snowblower, satisfy the required plow and rotary snow-removal capabilities?
Selection of equipment type is the responsibility of the contractor.
Could the Government clarify:
What ice treatment services and materials are required?
NONE
Who is responsible for supplying the snowmelt materials and application equipment?
Not applicable
Are there specific approved materials or application requirements?
Not applicable
Does the gated estates site require snow removal to be completed within 24 hours of notification, or does the Government provide 24 hours' advance notice before the required service?
Contractor will have 24 hours once notified
May quoters submit separate firm-fixed unit prices for each option year?
Services are to be paid for each plow event, not for the entire season firm-fixed price.
When an option year is exercised, will the applicable option-year unit prices govern the services performed during that period?
YES
Could the Government confirm the required pedestrian-clearing scope at each location, including designated sidewalks, building entrances, and pedestrian access areas?
12444527Q0006
Are there specific clearing widths, treatment requirements, or completion priorities that should be included in our pricing?

Could the Government confirm that the provided Schedule of Items is the correct pricing document for this acquisition?
