Summary: Schedule of Items for Durkee and Town Gulch Fence Repair/Construction

This document is a Schedule of Items for solicitation 1240BH26Q0024, issued by the Wallowa Whitman National Forest (Whitman Ranger District, Baker County, Oregon). The contract requires fence repair and construction services across two project areas: Town Gulch and Durkee. The work encompasses post-fire material cleanup, right-of-way preparation and clearing, and construction of range fences and aspen enclosures. Specific deliverables include 3-strand and 4-strand range fence construction measured in miles, and buck-and-pole fence construction for aspen enclosures measured in linear feet. The base contract (Contract Line Item 0001) includes 11 prioritized work items totaling approximately 28.68 miles of range fence and 4,228 linear feet of enclosure fencing. Optional items (Contract Line Item 1001) involve installation of reflective fence markers on 9.9 miles of Durkee range fences, with two alternatives offered (with or without reflective tape).

Contractors must provide unit pricing for each line item, with payment based on actual work performed as verified through on-the-ground GPS measurement rather than estimated distances. A Bid Bond of 20 percent is required if the total offer exceeds $150,000, and Performance and Payment Bonds of 100 percent each are required for individual awards exceeding $150,000. All construction materials consisting wholly or predominantly of iron or steel must contain less than five percent foreign content by cost, supported by manufacturer certifications. Prospective awardees must be registered and active in the System for Award Management (SAM) database at the time of offer submission, award, and through final payment. Additionally, contractors must provide their UEI Number and email address with their proposals.
