Consolidated Q&A – Vendor Clarifications
Motorized Access & Equipment Restrictions
Questions:
− Are there any other motorized restrictions besides no heavy equipment on this project?
− Can UTVs have along fence line travel approved? (For example, scattering new material down the fenceline pre installation).
Answer:
UTVs and ATVs may be used along the ROW for clearing and construction activities. UTVs and ATVs may not operate off roads or cross-country without written approval from the CO/COR. Approval is on a case-by-case based on location, resource concerns, and access needs. Contractors must request approval in advance for any fence-line motorized use.
Pack Stock Usage / Camping & Field Staging
Questions:
− If pack stock is utilized, can they be grazed?
− Is camping onsite or nearby allowed?
− Will the grazing permittee have livestock present during construction?
Answer:
Camping and pack stock use are allowed, but establishing any camp or storage area requires written CO/COR permission. Pack stock may be grazed with written approval. Livestock may be present depending on season; no grazing schedule changes are planned.
Progress Payments
Questions:
Are partial payments an option and if so, what are the terms (per fence, per priority group, etc.)
Answer:
Progress payments are an option and may be issued as each priority area is completed, inspected, and approved.
Site Location Information (Coordinates, Elevation, Mapping)
Questions:
− Is it possible to get site coordinates?
− Is it possible to get an elevation range on each project?
− Is it possible to get these projects in a KMZ file on Google Earth or ONX?
Answer:
Project locations are provided in Attachments 3, 8, and 9. No additional coordinates, elevation ranges, or KMZ files will be issued. Contractors should conduct site visits and may use any preferred mapping tools—such as Google Earth, KMZ files, or ONX—for planning purposes. Site visits are strongly encouraged to ensure a full understanding of existing conditions and access needs.
Site Access, Roads, and Restrictions
Questions:
− Are there any private ground, road closures, etc. blocking access to the locations if we go look at them in person?
− Will the Forest Service be conducting a pre-bid site visit, or is a site visit available upon request?
− If no formal site visit is planned, may prospective contractors independently visit the project areas?
If so, are there any access restrictions, locked gates, or required points of contact for site access?
− Are there any road weight limits or access limitations contractors should consider when transporting equipment and materials to the project sites?
− Will all project locations be accessible by vehicle, or should contractors anticipate transporting materials and equipment by hand or with specialized equipment in certain areas?
− On a heavy snow year, on average when do you have access to the sites in the spring?
Answer:
No formal site visit is planned; contractors may independently visit project locations. Access is obtained via Forest Service roads and rights-of-way, and conditions may vary due to closures, slides, washouts, or other road impacts. Contractors should verify current road conditions through the appropriate Ranger District prior to traveling to the sites. Spring access will depend on factors such as elevation, aspect, and annual snowpack, and may vary from year to year.
Contractors may submit applications for entry through cooperative road closures or other restricted roads using the USDA Forest Service Road Entry Permit process. These permits are available from the appropriate Ranger District office and must be completed prior to entering on closed roads. Approval for use of closed roads within the project area is determined on a case-by-case basis by the District Ranger. Permit applications will be provided to the awarded contractor.
Standard commercial vehicle weight restrictions would apply. Any overweight or oversized loads would need to be approved.
Period of Performance, Seasonal Restrictions & Wildlife
Questions:
− Is there any award preference for completion this year vs next year?
− Are there any period of performance restrictions such as nesting birds, red flag warnings, etc.?
− Are there any anticipated seasonal restrictions, wildlife restrictions, road closures, or fire restrictions that could impact construction during the performance period?
Answer:
The performance period runs through October 1, 2027, and while there is no specific start-date preference, we would like to see as much work completed this year as feasible. No wildlife, seasonal, or fire restrictions currently apply, though weather and road conditions may affect access. If IFPL levels increase, a waiver may be required.
Layout, Flagging
Questions:
Will the Forest Service identify and flag all fence alignments, gate locations, and project limits prior to construction?
Answer:
Fence alignments, gate locations, and established flagging will occur after award. Contractors should rely on Attachments 3, 8, and 9 for planning purposes.
Construction Materials & Alternatives
Questions:
− Can TimberLoks be used in place of spike nails on the buck and rail sections?
− What materials are the current existing wire fences (barbed wire, woven wire, etc.)?
− If existing buck materials are barkies, can old materials be scattered or chipped for natural decomposition or must they be fully removed?
− Are the new buck and rail to be built with bark on or treated poles/bucks?
− Are any existing materials to be salvaged and returned, such as T posts, or must they all be removed completely?
− Are all fencing materials to be contractor-furnished, or will the Forest Service provide any materials such as buck-and-pole logs or other project materials?
Answer:
Material substitutions or alternatives may be requested for use and approved by CO/COR. Existing fences consist of 3–4 strands of barbed wire with a smooth bottom wire. All existing fence components—including wire, staples, and metal T-posts—must be completely removed and hauled off site by the contractor for disposal. Untreated wood may be left onsite to decompose naturally, while treated wood must be removed unless otherwise directed.
All project materials must be furnished by the contractor. Construction of the buck and rail will require off-site materials, and contractors may use commercially available peeled or bark-on poles as outlined in Attachment 11.
Additional Documents or Amendments
Questions:
Are any additional amendments, drawings, specifications, or other solicitation documents anticipated before the quotation due date?
Answer:
Amendments may occur throughout the duration of the solicitation we cannot anticipate when an amendment may be needed. Contractors should monitor SAM.gov to ensure they have the most recent documents.
