About this file

This is a Schedule of Items for a federal construction contract with the U.S. Forest Service for fence repair and construction work at the Wallowa Whitman National Forest, Whitman Ranger District in Baker County, Oregon.

The contract (Number 1240BH26Q0024) includes two contract line items: a base contract (0001) and an optional line item (1001). The base contract encompasses nine major work categories involving post-fire material cleanup, removal, right-of-way preparation, and fence construction across the Town Gulch and Durkee areas. Work is organized by priority levels (Priority 1-3) and includes three fence types: 3-strand range fences, 4-strand range fences, and buck and pole construction for aspen enclosures. Quantities are measured in miles for range fences (totaling approximately 32.5 miles across base items) and feet for aspen enclosures (totaling approximately 4,728 feet). Payment will be made based on actual work performed as verified by on-the-ground GPS measurements, with all labor, materials, and supplies to be included in unit prices. The optional line item (1001) offers two alternatives for reflective fence markers on Durkee range fences (9.9 miles), with the distinction being whether reflective tape is included. A 20% bid bond is required if total price exceeds $150,000, and performance and payment bonds of 100% each are required for individual awards exceeding $150,000. All construction materials consisting wholly or predominantly of iron or steel must contain less than 5% foreign content by cost, verified through manufacturer certifications. Offerors must be registered and active in the System for Award Management (SAM) database at time of offer submission and remain registered through final payment.
