About this file

This is Amendment 0002 to Federal Solicitation 1240BH26Q0024, issued by USDA Forest Service CSA Northwest 6 in Portland, Oregon, with an effective date of July 17, 2026.

The amendment provides clarification to vendor questions and updates supporting documents, extending the solicitation due date to July 22, 2026. The period of performance runs from August 14, 2026 to October 1, 2027. Amendment 0002 replaces Attachments 1 (Terms and Conditions), 2 (Schedule of Items), and 3 (Solicitation Details) in full and adds newly Attachment 7.1 (Exhibit C Reflective Marker Reference Document). The solicitation concerns wildlife fence construction, materials, and flagging work with various required components including wooden fencing, gates (16-foot and 14-foot models), reflective wildlife fence markers using vinyl undersill trim fitted with reflective tape, and structural features such as rock jacks, line jacks, figure-four assemblies, rock cribs, H-braces, and tree ties installed as field conditions dictate. The amendment includes a Consolidated Q&A addressing contractor clarifications on gate quantities and locations (to be identified by the Contracting Officer's Representative in the field), fence marker specifications, disposal of removed materials at permitted facilities, equipment restrictions prohibiting heavy equipment including skid steers along the fence line, insurance and bonding requirements, Oregon contractor licensing exemptions for federal land work, and project scheduling flexibility permitting work suspension during winter weather with resumption in spring 2027 as long as the October 1, 2027 completion deadline is met.

Consolidated Q&A – Vendor Clarifications II

Construction, Materials, Flagging Gate Quantities

Could the Government provide the anticipated number and approximate locations of the required 16-foot and 14-foot gates for each fence segment?

The Government does not currently have quantities or specific locations identified for the 16-foot and 14-foot gates. These will be determined during field review and based on access needs at the time of construction.

Gate Locations Will all gate locations and wildlife fence marker sections be identified in the field by the COR before construction begins?

Yes, all gate locations and wildlife fence marker sections will be identified in the field by the COR prior to construction.

Structural Fence Features Does the Government have any estimate of the anticipated quantity or frequency of the following structural fence components? If no estimates are available, should offerors assume these features will be installed as dictated by field conditions and in accordance with the project specifications?

o Rock jacks o Line jacks o Figure-four assemblies o Rock cribs o H-braces o Tree ties

We do not currently have quantities or frequency estimates for these structural fence components. Offerors should assume these features will be installed as dictated by field conditions and in accordance with the project specifications.

Buck-and-Pole Gates Do any of the four aspen enclosure locations require buck-and-pole gates or sliding gates or are they all intended to be continuous enclosure fences?

Each of the four aspen enclosure fences will require one sliding gate installed.

Wildlife Fence Markers For Optional Items 12.1 and 13.1, please confirm the required wire placement and spacing for the reflective fence markers, including whether they must be installed on the top wire only or on both the top and second wire, whether the spacing shown in Figure 1 (e.g., 3 feet) applies, and how contractors should determine the correct installation interval along the fence line.

Refer to the Fence Marker Construction and Installation Guide, the Wildlife Friendly Fence Guide, and the SOW for the required wire placement and spacing for Optional Items 12.1 and 13.1. These documents provide the complete installation requirements and examples.

Is any product information available for Contract line item 1001 ?

The Vinyl Undersill Trim is a widely available commercial product, sometimes referred to as Vinyl Siding Trim.

The trim is cut into smaller sections as shown in Attachment 7.1 Example Fence Reflective Marker

Construction and Installation and fitted with commercially available reflective tape for visibility. Additional product examples may be found at the links provided below for wildlife fence visibility markers.

Approved Marker Type Would a commercially available clip-on durable vinyl wildlife fence marker be acceptable alternate to the vinyl undersill trim referenced in the solicitation, subject to written approval?

See answer above, Amendment 1 under Construction Material and Alternatives and Attachment 11 SOW.

Disposal of Removed Fence Materials Does the Forest Service have a preferred disposal or recycling location for removed fence materials, or may the contractor dispose of them at any properly permitted facility?

The Forest Service does not have a preferred disposal or recycling location. Disposal must be at any properly permitted facility, as noted in Attachment 4 of the solicitation.

Motorized Access & Equipment Restrictions Is a mini or compact skid steer—considered heavy equipment—permitted for use along the fence ROW or in areas with existing road or ROW access for installing brace assemblies and handling materials, even when resource impacts are minimized and required approvals are obtained?

Skid Steer Use

The solicitation restricts heavy equipment. Would a skid steer be permitted solely for unloading and staging materials at approved access points, provided it is not used for fence construction?

Heavy equipment, including mini and compact skid steers—is not authorized for use within this contract. This restriction applies even in areas with existing road or ROW access. Any material handling or brace-assembly work near the fence line must use non-heavy-equipment methods, consistent with Amendment 1 and the solicitation. Contractors must obtain prior approval for any motorized use along the fence line.

A skid steer is considered heavy equipment and not authorized for construction use; however, contractors may request an exception for loading and unloading materials at approved access points. Any such use requires advance COR review and case-by-case approval of both the activity and location.

UTVs and ATVs may be used along the ROW for clearing and construction activities. They may not operate off roads or cross-country without written approval from the CO/COR. Approval is issued on a case-by-case basis depending on location, resource concerns, and access needs.

May drill stem pipe be used for brace assemblies as an alternative to wood braces, provided the installation meets or exceeds the performance requirements and is approved by the CO/COR?

Drill stem pipe may be used as an alternative to wood braces, provided the installation meets or exceeds the performance requirements and is approved by the CO/COR. Heavy equipment may not be used along the fence line during installation of these brace assemblies. Progress Payments, Bonding, Insurance, Licensing May materials delivered to the project site, or materials delivered to an approved off-site location, be included in progress-payment requests when supported by invoices, proof of title, and intended use?

Progress payments for materials delivered to the project site or an approved off-site location may be requested. See Attachment 1 (Terms and Conditions) and Attachment 3 (Solicitation Details).

Insurance Requirements Are there minimum insurance coverage requirements (general liability, automobile liability, workers' compensation, etc.) for the successful contractor? If so, could you please provide the required limits?

Contractors must comply with the standard federal insurance requirements. (See Attachment 3 Solicitation Details)

Performance and Payment Bonds Will the successful contractor be required to furnish Performance and/or Payment Bonds? If yes, what bond amount will be required?

Yes, Payment and Performance bonds will be required. See Attachment 1 Terms and Conditions and Attachment 2 Schedule Notes for bonding requirements.

Oregon CCB License Is an Oregon Construction Contractors Board (CCB) license required to perform this federal contract, or are

SAM registration and the federal solicitation requirements sufficient?

Oregon law exempts construction work performed on structures located within the boundaries of federal land from Oregon’s contractor licensing requirements under ORS 701.010(2). Contractors should verify that no regulatory changes have occurred.

Period of Performance Project Schedule If weather conditions prevent continuous work during the winter months, is it acceptable to suspend operations and resume work in the spring, provided the contract completion date is met?

If snow, saturated roads, closures, or other seasonal conditions make certain work areas inaccessible, may the contractor suspend those portions and resume them in spring 2027, provided the overall completion date of October 1, 2027, is met?

Does the Government anticipate that a contractor beginning in August 2026 may perform accessible priority work through the fall, pause inaccessible portions during winter, and resume remaining work in spring 2027?

Yes. Work may be suspended during winter weather or seasonal access limitations and resume in the spring, provided all work remains within the established period of performance. The Government prefers that as much work as possible be completed during the current construction season to reduce the potential for schedule delays.
