Contractor is responsible for all permits, restrooms, water, electricity, equipment security, removal of excavated materials, sediment control devices, equipment cleaning prior to mobilization, and monument/utility protection. All travel and personnel expenses are considered incidental costs to be covered within Mobilization with no Forest Service reimbursement. An on-site representative must be present during all project activities and authorized to act on the contractor's behalf.

General Information
1.0 Scope of Work
The purpose of this contract is to perform routine road maintenance on 13.59 miles of native surface roads.
Consisting of blading (811) and restore drainage function (839). Additionally, Los Pinos Road and Los Pinos Lookout, 2.56 miles, currently is a maintenance level 2 road that is a severely degraded chip seal surface that needs to be pulverized and bladed to bring it back to the correct maintenance level.
The existing drainage features (rolling dips, lead off ditches) are weathered and the Lead off Ditches are filled with sediment (fines) that will need to be pulled out and re-distributed on the road. They will need to be re-established or re-shaped to get the road to drain in the best possible way. The existing roads are not in good condition and are rutted and rocky. A typical motor grader will not be acceptable due to the extremely rocky areas. All proposed work must be estimated using a bulldozer and the contractor will be expected to put an honest effort into repairing rocky areas and not lifting the blade. There will be some sensitive areas that lifting the blade will be required and the mileage will not be deducted.
This contract provides for the equipment, labor, materials, services and permits necessary to perform work ordered by the Government, in compliance with its terms, specifications, drawings and provisions, for pulverization and road reconditioning per FP-24 and 811, 839 specifications.
2.0 Background
The Forest requires routine maintenance on 13.59 miles of roadway to address erosion, restore surface integrity, and ensure proper drainage performance. Additionally, 2.56 miles of existing chip-seal roadway must be pulverized and reconstructed to return the segment to the appropriate maintenance standard.
3.0 Location
This project is in the Corral Canyon Recreation Area of the Descanso Ranger District of the Cleveland National Forest.

4.0 Estimated Start Date / Period of Performance
Contract time is 90 days from the issuance of the “Notice to Proceed”. It is expected that construction occur early summer 2026.

6.0 Restrictions on Work
• Work hours are limited to non-holiday weekdays, Monday – Friday, 0700 – 1900. Work site much be clear by noon the Friday before the Monday holiday.
• In accordance with the fire plan.
• When the Contracting Officer (or designated representative) determines that adverse weather has made access too dangerous or that continued vehicular travel would cause unacceptable road damage.

• For sites requiring archaeology monitoring, contractor must notify COR at least 24 hours prior to any ground disturbing activities and no ground disturbing activities may occur without a Forest Service archaeologist on site.
• When the Contracting Officer or designated representative determines that work must stop due to the presence of archaeological artifacts.
• Contractor is responsible for the security of their tools and equipment at all times.
• Contractor is responsible for removal and disposal all excavated dirt and shall not leave excavated dirt scattered over the site, unless approved by the COR.
• All trash and loose materials shall be secured by the contractor daily.
• The Contractor is responsible for installing sediment control devices, such as straw wattles, to prevent sediment runoff to nearby areas. Excavation work shall not commence until sediment control devices have been installed and approved by the COR.
• The Contractor shall not use Government trash facilities without the COR’S approval.
• All construction debris remains the property of the Contractor and shall be properly disposed of off
National Forest Land.
• The contractor will be able to utilize the Forest Service Roads; however, the Contractor will be responsible for any damage to the roads due to construction activities. The contractor shall be responsible for obtaining permission to use all other roads and staging areas.
6.0 Camping and Housing
Housing is not provided by the Government. Camping is not permitted in US Forest Service campgrounds.
Contractor [ ] will [X] will not be permitted to camp elsewhere on US Forest Service land. Camping on Forest Service land is not a right; permission may be revoked for failure to comply with the terms of the permit.

Contractor Requirements
8.0 Technical Requirements / Tasks
The contractor shall possess a valid and current California State Contractor’s License appropriate for the scope of work specified in this contract and shall provide complete license documentation as part of the submittal package. A verifiable reciprocity license issued by another state may be accepted, provided it meets all applicable California reciprocity requirements and can be independently confirmed by the Forest Service.
The contractor is responsible for matching the existing road surface, the surrounding landscape, and other improvements with smooth transitions and shall avoid any abrupt or apparent changes in grade or cross-slope to the satisfaction of the C.O. Costs associated with this work are incidental to other items.
The contractor is responsible for the protection of all existing monuments and other survey markers. Any markers destroyed during construction shall be replaced at the contractor’s expense.
The contractor is responsible for restrooms, water, and electricity.
Permits, if required, on public roads are the contractor’s responsibility.
Working Ev days, certain fire risk activities such as welding as defined in Fire Plan, require approval in advance from the district.
All equipment shall arrive on site washed and free of visible soil, debris, and organic matter. All equipment will be inspected and approved by the C.O. prior to unloading on the forest.
The contractor is responsible for verifying the location and protecting in place any and all utilities. The project will follow BMPs for road and crossing construction (USFS EA 2011) and would be in accordance with Caltrans Storm Water Quality Handbook, Construction Site Best Management Practices Manual (November 2000). Specifically, the USFS requires all construction equipment cleaned prior to mobilized to minimize the spread of non-invasive species in accordance with NS-8 Vehicle and Equipment Cleaning, Caltrans Storm Water Quality handbooks, Construction Site Best Management Practices Manual.
9.0 Deliverables / Schedule
Deliverables per plan / Schedule is within 90 days from Notice to Proceed.
10.0 Travel
All contractor travel-related expenses—including transportation, lodging, meals, and any other associated costs—are considered incidental and must be fully covered within Mobilization. The Forest Service will not reimburse the contractor for travel, per diem, accommodations, or any other personnel-related expenses.
11.0 Contractor’s Key Personnel
The contractor shall designate a qualified on-site representative who will be present during all project activities and authorized to act on behalf of the contractor. Only contractor personnel directly engaged in performing or supporting the work under this contract are permitted on the project site; no unauthorized individuals or non-project staff may enter or remain on the premises.
