About this file

This is a Statement of Work (SOW) for the US Department of Agriculture Forest Service to perform road pulverization and maintenance work on the Cleveland National Forest, revised via Amendment A00002.

The contractor shall perform routine maintenance on 13.59 miles of native surface roads and pulverize and recondition 2.56 miles of degraded chip seal surface on Los Pinos Road and Los Pinos Lookout in the Corral Canyon Recreation Area of the Descanso Ranger District. Work consists of blading (811) and restoring drainage function (839) per FP-24 specifications. The existing roads are rutted and rocky; a bulldozer must be used rather than a motor grader, with the contractor expected to repair rocky areas without lifting the blade except in sensitive areas. Drainage features including rolling dips and lead-off ditches filled with sediment must be re-established and re-shaped to restore proper drainage. The contract period is 90 days from issuance of the Notice to Proceed, with construction expected in early summer 2026. Work hours are limited to Monday–Friday, 0700–1900, excluding holidays. The contractor must submit a Traffic Control Plan, Hazardous Spill Plan, Quality Control Plan, Safety Plan, Material Source Documentation, and Proof of Licensure. The contractor is responsible for obtaining and maintaining all required professional licenses and permits, providing restrooms, water, and electricity, securing and removing all equipment and debris, installing sediment control devices, protecting existing monuments and survey markers, and verifying and protecting utilities. Equipment must arrive washed and free of debris, and all construction equipment must be cleaned prior to mobilization to prevent spreading invasive species. All travel-related expenses must be covered within Mobilization costs; the Forest Service will not reimburse travel, per diem, or accommodations. A qualified on-site representative must be present during all project activities.

Project CNF Road Maintenance 2026

General Information

1.0 Scope of Work

The purpose of this contract is to perform routine road maintenance on 13.59 miles of native surface roads.

Consisting of blading (811) and restore drainage function (839). Additionally, Los Pinos Road and Los Pinos Lookout, 2.56 miles, currently is a maintenance level 2 road that is a severely degraded chip seal surface that needs to be pulverized and bladed to bring it back to the correct maintenance level.

The existing drainage features (rolling dips, lead off ditches) are weathered and the Lead off Ditches are filled with sediment (fines) that will need to be pulled out and re-distributed on the road. They will need to be re-established or re-shaped to get the road to drain in the best possible way. The existing roads are not in good condition and are rutted and rocky. A typical motor grader will not be acceptable due to the extremely rocky areas. All proposed work must be estimated using a bulldozer and the contractor will be expected to put an honest effort into repairing rocky areas and not lifting the blade. There will be some sensitive areas that lifting the blade will be required and the mileage will not be deducted.

This contract provides for the equipment, labor, materials, services and permits necessary to perform work ordered by the Government, in compliance with its terms, specifications, drawings and provisions, for pulverization and road reconditioning per FP-24 and 811, 839 specifications.
