Statement of Work: The contractor will provide all Labor, equipment and materials for roof preparation, cleaning, detail work, sealants and application of a GAF Roof Coating System on bldg. 27, 29A, 35 and 36 located at USDA ARS MS State. Bldg. 29A will need part roof replacement where vent hood stack is located before coating.
The contractor shall provide a technical proposal and detailed cost estimate for the entire project as specified in this statement of work.

Project Location: This project is located at, USDA ARS MS State at 150 Twelve Lane, MS State, MS 39762
Project Objective: The objective of the project is to repair and resurface the roofs on:
• Bldg. 27
• BLD 29A
o Bldg. 29A will need part roof replacement around vent hood area.
• BLD 35
• BLD 36.
Site Visit: Bidders are encouraged to visit the site and be escorted by a government representative to confirm locations, and present condition of the roofs before a bid is submitted. The site visit shall be for the purpose of observing firsthand any conditions relevant to the completion of this project. No consideration will be given to claims based on lack of knowledge of existing conditions, except where contract documents make definite provisions for adjustment in cost or extension due to existing conditions not readily foreseeable. This project is located at USDA-ARS in MS State, MS.
Safety: The contractor will submit a Site Safety Specific Plan/Accident Prevention Plan in an industry recognizable format to the Contracting Officer within 7 days of contract award. The Plan shall include phone numbers and maps to the local Dr. Office and nearest Hospital.

a. Clean /Preparation / Prime all surfaces as required by ASTM/MFR recommendation
b. Resurface the tin roofs with GAF Silicone roof coating on Bldg. 27 (4,405sqft)
c. Resurface the tin roofs with GAF Silicone roof coating on Bldg. 29A (2,400sqft)

Contractor Responsibility:
1. Contractors shall keep the work area clean daily and take measures to control debris while work is being performed.
2. Contractors are required to manage the project and consult with the Government prior to beginning all work phases. And, to work in a manner that minimizes the impact of the work on Government operations, research, and functions.
3. All work must be performed in such a manner as to not adversely affect the daily operations of the facility, its workers, and the onsite facility operations.
4. Remove all material and debris from the worksite and dispose off-site.
Material / Submittals:
The Contractor shall supply all materials necessary to successfully complete project. Submittals on all material incorporated into the work, including shop drawings parts and specifications, used on this project shall be submitted to the EPM and Contracting Specialist as noted in this document. Electronic submittals shall be used.
Execution of Work:
Contractor will verify Site conditions and all roofs identified in this SOW that need to be serviced and coated prior to beginning work. Contractor will schedule any Emergency work between working hours as listed below. No Government equipment will be available for use by the contractor. The contractor shall always be responsible for protecting his work and ensuring the safety of his crew and ARS employees. Upon completion of the project, the contractor shall remove from the premises all accumulated materials and rubbish caused by the project.
Premises shall be left in a clean, orderly, and acceptable condition.
Warranty: The contractor shall guarantee all work, and contractor supplies equipment and materials under this contract. The contractor will be notified by telephone or letter of all deficiencies occurring during the guarantee period of 10-year labor and 20 years for coating.
Damage to Property: Any damage to the Government buildings, utilities, etc. caused as the result of the contractor’s activities shall be repaired or replaced to the satisfaction of the Government Inspection and Acceptance:
A government representative shall inspect and approve the work performed on this project.
Project Schedule:
Project schedule will be coordinated with the Facility Point of Contact Neil Johnson. Project period of performance is 90 days. Project shall not interfere with on-going research efforts. Any changes to the schedule must be in written request 7 days prior to the event of change.

Work Hours:
The contractor’s work hours will be Monday through Friday (7:30) A.M. to four thirty (4:30) P.M. On the poultry side the work hours are from 7am to 4pm. Except for Government holidays, we will be closed. All contractors are required to sign in and the beginning of each day and sign out. Any request for late work or weekend work needs to be submitted 7 days prior to the workday request.

Description:
GAF Metal Roof Primer is a single component, highly durable exterior acrylic latex primer. It helps provide protection against the damaging effects of corrosion over properly prepared ferrous metal substrates. It also helps provide protection against the damaging effects of alkali exposure over concrete and masonry. It can also be used to help block tannins over wood surfaces. Due to its application versatility, it can be top-coated with a wide variety of finish coats.
Storage and Shelf Life:
Product Storage Temperature:
50°F – 90°F (10°C – 32°C) do not allow coating to freeze.
Shelf Life: 18 months from date of manufacture in unopened containers, if stored properly in a clean and well-ventilated area.
Approved Substrates:
Steel, aluminum, galvanized metal, previously painted surfaces, wood, concrete masonry, and brick. Warranty:

Application Instructions:
Substrate Preparation: Roof must have positive drainage and be clean and dry with no trapped moisture. Repair damaged membrane, flashings, and penetrations. Note: Severely rusted metal should be replaced. See Liquid-Applied Roofing Manual at gaf.com.
Mixing: Mix uniformly for a minimum of 3 minutes prior to use. Do NOT attempt to thin or self-tint.
Application: Apply by brush, roller or sprayer at the rates specified below.
Apply evenly at a rate of 0.33 – 0.5 gal./100 ft² (1.34 – 2.04 L/10 m²) per coat. See gaf.com for more information.
Limitations and Precautions:

| Contractor Responsibility: |
| 1. Contractors shall keep the work area clean daily and take measures to control debris while work is being performed. |
| 2. Contractors are required to manage the project and consult with the Government prior to beginning all work phases. And, to work in a manner that minimizes the impact of the work on Government operations, research, and functions. |
| 3. All work must be performed in such a manner as to not adversely affect the daily operations of the facility, its workers, and the onsite facility operations. |
| 4. Remove all material and debris from the worksite and dispose off-site. |
| Material / Submittals: |
| The Contractor shall supply all materials necessary to successfully complete project. Submittals on all material incorporated into the work, including shop drawings parts and specifications, used on this project shall be submitted to the EPM and Contracting Specialist as noted in this document. Electronic submittals shall be used. |
| Execution of Work: |
| Contractor will verify Site conditions and all roofs identified in this SOW that need to be serviced and coated prior to beginning work. Contractor will schedule any Emergency work between working hours as listed below. No Government equipment will be available for use by the contractor. The contractor shall always be responsible for protecting his work and ensuring the safety of his crew and ARS employees. Upon completion of the project, the contractor shall remove from the premises all accumulated materials and rubbish caused by the project. Premises shall be left in a clean, orderly, and acceptable condition. |
| Warranty: The contractor shall guarantee all work, and contractor supplies equipment and materials under this contract. The contractor will be notified by telephone or letter of all deficiencies occurring during the guarantee period of 10-year labor and 20 years for coating. |
| Damage to Property: Any damage to the Government buildings, utilities, etc. caused as the result of the contractor’s activities shall be repaired or replaced to the satisfaction of the Government Inspection and Acceptance: |
| A government representative shall inspect and approve the work performed on this project. |
| Project Schedule: |
| Project schedule will be coordinated with the Facility Point of Contact Neil Johnson. Project period of performance is 90 days. Project shall not interfere with on-going research efforts. Any changes to the schedule must be in written request 7 days prior to the event of change. |

| The contractor’s work hours will be Monday through Friday (7:30) A.M. to four thirty (4:30) P.M. On the poultry side the work hours are from 7am to 4pm. Except for Government holidays, we will be closed. All contractors are required to sign in and the beginning of each day and sign out. Any request for late work or weekend work needs to be submitted 7 days prior to the workday request. |
