About this file
This is a Comments Matrix document for USDA-FS Issuance 12445126B0042 USDA ARS Mississippi Roofing Improvements, which consolidates bidder inquiries and government resolutions regarding the solicitation. The document addresses 12 substantive comments submitted via email between August 28 and September 10, 2026, concerning contract specifications, completion timelines, submission requirements, site visit attendance, material substitutions, and warranty terms.
Key clarifications from the government resolutions include: (1) bidders offering substitute roofing materials must provide detailed crosswalk comparisons of product specifications and warranties; (2) the required vent save model is the Model 12-24 for Standing Seam Roof with specific components; (3) the performance period is 90 calendar days after Notice to Proceed for both separately awardable packages; (4) both Schedule B forms must be submitted with all bids, with "NO BID" notation for undesired packages; (5) firms may bid without attending the September 3 site visit but may have limited rights for differing site condition requests; (6) alternative roofing materials (PVC or TPO single-ply) are not authorized; (7) warranty requirements mandate minimum 10-year labor and 20-year coating guarantees per the Statement of Work; (8) one superintendent may oversee both supervision and quality assurance/quality control, but safety oversight must be a dedicated role; (9) contract-specific QA/QC and Safety Plans are not required due to project size but must address roofing-specific and site-unique requirements respectively; and (10) a 3.5% Mississippi contractor's tax applies to all non-residential commercial contracts regardless of the owner's tax-exempt status. The document also includes a Meeting Attendance sheet dated September 3, 2026, at Stoneville, Mississippi Building 180 regarding roof vents, with five attendees identified.

SD FORM 818, JAN 09 PREVIOUS EDITION IS OBSOLETE
08/28/2026
Bidder Comment: whether our system could be considered as an approved substitute for the GAF silicone specified for this project?
Resolution: If you are offering an “or equal”, you will need to provide a “crosswalk” of specifications. Basically, a side-by-side comparison of product salient features/specifications (especially warranty).
I would highly recommend attending the site visit. And we can also add this to the questions and answers sent out as part of the site visit notes.

Bidder Comment: Looking for clarification:
https://snoblox-snojax.com/products/model-12-24-sd-screw-down-ventsaver-mount-plate.html There are 6 options. Which one do you want?
Resolution: Model 12-24 for Standing Seam Roof. https://ventsaver.com/ventsaver-ez-with-standing-seam-plate-wing-kit-and-height-extender/
09/08/2026
Bidder Comment: For Package 1174723, please confirm the required completion period is 90 calendar days after Notice to Proceed, not 60 days. We found language in the package that appears inconsistent with the 90-day period stated elsewhere in the solicitation.
Resolution: Period of performance is 90 days for both “packages”.
Bidder Comment: If an offeror bids only one of the two separately awardable packages, should it submit only that package’s completed Schedule B, or are both Package 001 and Package 002 Schedule B forms required with every bid?
Resolution: Please return both. Simply NO BID/ in the one not desired.
Bidder Comment: For Package 1174574, the Statement of Work indicates the September 3 site visit was required. If an offeror did not personally attend, is it still eligible to bid that package? If so, would attendance by its proposed performing contractor satisfy the requirement, or is any alternate walkthrough/verification available?
Resolution: Your firm is eligible for bidding. However, your rights under any potential differing site condition requests could be limited by non-participation in the visit.

Bidder Comment: Will the Government authorize a manufacturer-approved PVC or TPO single-ply metal-roof retrofit in lieu of the specified GAF silicone coating on the four identified buildings?
Resolution: No
Bidder Comment: Can the government clarify the warranty requirements for the roof?
Resolution: Per the SOW: Warranty: The contractor shall guarantee all work, and contractor supplies equipment and materials under this contract. The contractor will be notified by telephone or letter of all deficiencies occurring during the guarantee period of 10-year labor and 20 years for coating.
Bidder Comment: Would a 20-year NDL warranty be acceptable in lieu of the warranty stated in the SOW?
Resolution: Warranty must meet the minimum requirement of the SOW. The successful awardee under this contract will be guarantor of the guarantee/warranty.
Bidder Comment: In executing this project, can one superintendent fulfill the supervision, safety, and QAQC roles?
Resolution: No. Supervision/QAQC can be one person. Safety must be their only job.
9/10/2026 Bidder Comment: Are contractors required to issue a contract specific QA/QC Plan?
Resolution: Due to size of project, contract specifically is not required but QA/QC elements for roofing must be addressed and conform to MFR requirements
Bidder Comment: Are contractors required to issue a contract specific Safety Plan?
Resolution: Due to size of project, contract specific is not required. However, the plan must address site unique requirements that may exist.
Bidder Comment: Is this project tax exempt?
Resolution: The 3.5% contractor's tax is imposed against the prime contractor and is due on all non-residential, commercial contracts regardless of whether or not the owner is a governmental, exempt, or non-profit entity. As example construction contracts for the U.S.
Government, the State of Mississippi, a non-profit hospital, or a church are subject to the tax. https://www.dor.ms.gov/business/sales-use-tax/guide-construction-contractors

INSTRUCTIONS FOR COMPLETING SD FORM 818
COORDINATING OSD COMPONENT: Use this form to provide consolidated critical and substantive comments to the OSD Component that originated the issuance. Complete the classification header and footer, columns 1 through 5, and the first two entries in column 6. REVIEW THE COMMENTS, RESOLVE ANY CONFLICTING VIEWS, AND CONFIRM THAT THE COMPLETED MATRIX ACCURATELY REPRESENTS YOUR COMPONENT’S POSITION. Upload the form to the DoD Directives Program Portal IN MICROSOFT WORD FORMAT, with a scanned copy of the sign SD Form 106, “DoD Directives Program Coordination Record,” or coordination memorandum.
ORIGINATING OSD COMPONENT: Use this form to consolidate comments from all coordinators and to record adjudication of the comments. (To add comments from an SD 818 submitted by a coordinator, use the “Copy” and “Paste” tools on the Microsoft Word Standard Toolbar.) When consolidating comments, place them in the order of the pages/paragraphs they apply to (e.g., all comments from all coordinators that apply to page 1, paragraph 1.a., should be grouped together as the initial entries; all comments that apply to page 1, paragraph 1.b., should be grouped together next, and so on). Complete column 7 and the third entry in column 6. Adjust the classification header and footer and columns 1 and 2 as appropriate.
CLASSIFICATION – Enter the highest classification of the comments. If all are unclassified, mark the header and footer accordingly and ignore the column.
COLUMN 1 – Enter the number of the comment. Enter comments in the order of the pages/paragraphs they apply to.
COLUMN 2 – Enter the classification of the comment. If all comments are unclassified, mark the header and footer accordingly and ignore the column.
COLUMN 3 – Enter the appropriate information.
COLUMN 4 – Enter the appropriate information.
COLUMN 5 – Enter the appropriate information.
COLUMN 6 – Enter the comment type. Place only one comment per row. Do NOT include administrative comments concerning non-substantive aspects of an issuance, such as dates of references, organizational symbols, and/or grammatical errors.
(C) CRITICAL: When a Component has one or more critical comments, that Component’s coordination shall reflect a nonconcur. THE JUSTIFICATION FOR CRITICAL COMMENTS
MUST IDENTIFY:
– Violations of the law or contradictions of Executive Branch policy or of policy established in DoD issuances. The GC, DoD, or his or her representative shall identify legal objections as critical comments.
– Unnecessary risks to safety, life, limb, or DoD materiel; waste or abuse of DoD appropriations; or imposition of an unreasonable burden on a Component’s resources.
(S) SUBSTANTIVE: Substantive comments are made when a section in the issuance appears to be or is potentially unnecessary, incorrect, misleading, confusing, or inconsistent with other sections, or when a Component disagrees with the proposed responsibilities, requirements, and/or procedures. A substantive comment is usually not sufficient justification for a Component to nonconcur on an issuance. Several substantive comments when taken together may be grounds for a nonconcurrence.
COLUMN 7 – COORDINATING COMPONENT: Enter the comment in the area provided. Enter your justification for the comment and your requested or recommended changes in the area provided.
YOU MUST PROVIDE CONVINCING SUPPORT FOR CRITICAL COMMENTS IN THE JUSTIFICATION.
– ORIGINATING COMPONENT: Enter your justification for disposition of the comment in the area provided. Include any related communications with the coordinating Component. You must provide convincing support for rejecting critical comments.
COLUMN 8 – Enter whether you accepted (A), rejected (R), or partially accepted (P) the comment. Your justification for disposition of the comment in column 6 must be consistent with this entry.
