About this file

This document is a justification for other than full and open competition for a federal contract award. The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 10 awarded a construction contract valued at $6,979,000 to Brigadier Construction Services, LLC on September 29, 2020. The contract requires the procurement of removable core locking cylinders for an operating room renovation project at the Louis Stokes Cleveland Medical Center. The justification cites FAR 6.302-1, explaining that Corbin Russwin locking cylinders are the only brand that can meet the agency's needs for a single grand master key system across the medical center campus for patient and staff safety. No other suppliers or locking systems were found to enable opening all doors with one key.
