About this file
The document is a Buy American Certification form for the Kenton County Airport Board (KCAB) at Cincinnati/Northern Kentucky International Airport, specifically addressing equipment and building projects. The certification requires contractors to comply with 49 USC 50101, which mandates the use of U.S.-produced steel and manufactured goods in AIP-funded projects, unless specific waivers or exceptions apply. Bidders must complete and submit this certification with their proposal, indicating compliance through one of two mutually exclusive certification statements: either affirming full compliance with U.S. domestic product requirements or requesting a potential waiver under specific conditions. The document outlines detailed requirements for documentation and compliance, including provisions for different types of waivers (Type 2 Nonavailability, Type 3 Cost-based, and Type 4 Unreasonable Costs).
The certification form is tied to the 2025 Fall Protection Systems Installation project, which involves installing comprehensive fall protection systems at three airport facilities: the Stormwater Treatment Plant, Terminal 3 Parking Deck Rotating Beacon, and Concourse A. The project requires strict adherence to OSHA, ANSI, and local code requirements, with a contract duration of 28 weeks. Bidders must provide a proposal bond of at least 5% of the total bid amount and demonstrate expertise in fall protection solutions. The procurement includes several set-aside and certification requirements, emphasizing opportunities for Disadvantaged Business Enterprises (DBE) and requiring contractors to provide documentation of safety performance. The project will be funded by local funds and necessitates comprehensive compliance with federal and state regulations, including performance and labor and material payment bonds from a surety company rated at least "A" by Best Insurance Reports.
