About this file
This is a Scope of Work document for the Bullion King Mine Waste Reclamation Project, a state of Colorado environmental remediation initiative. The project encompasses twelve primary tasks and two optional bid items focused on reclaiming and stabilizing mine waste areas. Primary work includes constructing approximately 700 linear feet of run-on channels to manage stormwater, stockpiling an estimated 2,000 cubic yards of topsoil, excavating and placing approximately 2,000 cubic yards of waste materials from below an access road into a repository, regrading approximately 6,000 cubic yards of existing mine waste above the access road to slopes no steeper than 3H:1V, and capping the waste repository with cement kiln dust and fly ash materials. Additional tasks involve covering the repository with topsoil, final grading of excavation areas, revegetation of approximately 2 acres using hand-broadcast seeding and excelsior mulch, and final landscape blending. The document references attached maps for excavation and placement locations, and the Project Manager will provide field direction and approval throughout execution. Optional bid items include additional excavation and placement of up to 2,000 cubic yards of waste materials if site conditions warrant.
Payment for all tasks is established through unit prices in the Bid Schedule and measured upon project completion and Project Manager approval. Contractors must submit invoices accompanied by Daily Job Logs. For Bid Item 9 (cement kiln dust capping), contractors must provide chemical analyses showing a minimum of 45 percent lime as CaCO3 and include the CKD provider's name and contact information with their bid, with bids lacking this documentation considered unresponsive. Similarly, Bid Item 10 (fly ash capping) requires submission of Type C Fly Ash chemical analyses and provider information. The project identifies known material suppliers, including Holcim Cement Plant in Florence, Colorado for kiln dust and Boral Materials for fly ash, with contact information provided for procurement coordination. The document specifies all material handling, compaction, and final surface requirements, with the Project Manager retaining authority to modify mixing ratios and material specifications throughout project execution. Contractor responsibilities include removal of any timber or debris discovered during excavation to authorized disposal facilities.

TASK 5 CONSTRUCT RUN-ON CHANNELS
Channels will be constructed on the west side above the repository area to convey stormwater and snowmelt around the mine waste areas and the proposed repository. Approximately 700 linear feet of channel will be constructed in this task. All native materials excavated for construction of the channels will be stockpiled on site for use in final grading of the site. The channel will be two feet wide (2') at the base, and two feet (2') deep by approximately 700 feet long. Side slopes will be no steeper than 2H : 1V. Rock-breaking may be required to install the channels. The PROJECT MANAGER will stake the centerline of the channel in the field prior to construction.
Measurement and Payment
Measurement for this task will be made at the unit prices established in Item 5 of the Bid Schedule.
Measurement for payment will be made to the nearest linear foot of channel constructed. The prices bid for channel construction will cover all costs for completing the activities required under this task. Payment will be approved by the PROJECT MANAGER upon completion of each task.
Such payment will be considered full compensation for all labor, materials, equipment, and all other items necessary and incidental to the completion of Task 5. Payment for this task will be made only for the unit price shown under Item 5 of the Bid Schedule. Invoices are to be accompanied by Daily Job Logs summarizing the work included in the invoice.
TASK 6 STOCKPILE TOPSOIL
All topsoil and topsoil-like materials, as determined by the PROJECT MANAGER, located within the proposed repository area footprint will be collected and stored for use as cover soil over the completed repository. Topsoil will be excavated out of the repository area until the excavation reaches six feet (6') deep or topsoil materials are depleted, whichever occurs first, as determined by the PROJECT MANAGER. The topsoil stockpile may include large boulders, cobbles, and gravel, as determined by the PROJECT MANAGER.
The topsoil will be hauled to a temporary stockpile area immediately adjacent to the repository.
Once all of the salvaged topsoil is removed to the stockpile, erosion control Ertec S-fence will be installed around the perimeter under Bid Item 4.
The topsoil in the stockpile will be stored at slopes no steeper than two horizontal to one vertical (2H:1V).
The estimated amount of topsoil to salvage and stockpile is 2,000 cubic yards.
Measurement and Payment
Payment for this task will be made at the unit price established in Item 6 of the Bid Schedule. Measurement for payment will be made per cubic yard of topsoil stockpiled Payment for this task will be upon completion of stockpiling and upon approval of the PROJECT MANAGER. The completed stockpile will be surveyed in order to determine the volume of material moved. The OWNER will accomplish the survey work. Such payment shall be considered full compensation for collection and stockpiling of topsoil, and all labor, materials, equipment and all other items necessary and incidental to the completion of Bid Item 6.
TASK 7 EXCAVATE AND PLACE WASTE FROM BELOW ACCESS ROAD INTO
REPOSITORY
This task includes the removal of the waste rock from below the access road and outside of the repository boundary, transportation, and placement of the wastes in the on-site repository, located above the access road. See attached maps for excavation and placement locations. Excavation will occur within the areas outlined on the map, as directed by the PROJECT MANAGER.
There are approximately 2,000 cubic yards of waste materials below the access road. The depth of waste varies from six inches (6") to five feet (5') deep with an average depth of approximately 2 feet (2'). The mine waste below the access road is approximately 1/2 of an acre. Excavation below the road will be considered complete when all wastes have been excavated, exposing native soil materials and/or bedrock and placed into the repository. The PROJECT MANAGER will determine when the appropriate excavation depth has been achieved.
Placement/Grading of Mine Waste
Waste rock/mine waste materials will be placed in the upper repository, above the in-place mine waste above the access road. See attached map for waste placement location. The total area for mine waste placement is approximately 1/2 acre. The waste materials excavated and transported from the upper and lower waste dumps will be placed in one foot (1’) lifts and uniformly compacted through traffic or mechanical compaction, as approved by the PROJECT MANAGER. Compaction must be thorough enough that a shovel blade cannot easily penetrate the surface more than three inches (3”). The PROJECT MANAGER must approve lift compaction prior to placement of the next lift.
Upon completion of the final repository surface, including the top of the repository and associated side slopes, mine waste shall not be steeper than 3H:1V. The final surface of the waste materials will be graded to form small ridges and swales which mimic the surrounding landscape, while also maintaining positive drainage. The PROJECT MANAGER will work with CONTRACTOR to delineate ridge and swale locations in the field.
Excavation of the mine wastes will be considered complete when all mine waste and underlying materials have been removed and compacted into the repository, per PROJECT MANAGER approval. Any timbers or debris uncovered during excavation and transportation of the mine waste material will be set aside and removed by the CONTRACTOR to an authorized waste disposal facility.
Measurement and Payment
Measurement for payment for this task will be measured to the nearest cubic yard of mine waste excavated, transported, and placed in the disposal area. Payment for this task will be paid for at unit prices established in Item 7 of the Bid Schedule per cubic yard of mine waste excavated, transported, and placed. The repository surface will be surveyed in order to determine the volume of material moved. Such payment shall be considered full compensation for all labor, materials, equipment and all other items necessary and incidental to the excavation, transportation, and placement of mine wastes, as directed and described in the specifications. Payment will be as this task is completed and approved by the PROJECT MANAGER. Invoices are to be accompanied by Daily Job Logs summarizing the work included in the invoice.
TASK 8 REGRADE MINE WASTE ABOVE ROAD
The mine waste above the road consists of approximately 6,000 cubic yards of waste materials, with depths ranging from two feet (2’) to fifteen feet (15’), and an average depth of approximately eight feet (8’). The slopes of the waste are presently over-steepened at approximately 1H:1V or steeper. The mine waste above the access road will be left in place, but must be re-graded. The CONTRACTOR will be required to grade the mine waste to lessen slopes and consolidate all materials into the repository.
It is estimated that 3/4 of an acre will be regraded and slopes lessened under this Bid Item.
Any timbers or debris uncovered during excavation and transportation of the mine waste material will be set aside and removed by the CONTRACTOR to an authorized waste disposal facility.
Measurement and Payment
Measurement for payment for this task will be measured to the nearest 1/10 of an acre of re-grading of mine waste above the access road. Payment for this task will be paid for at unit prices established in Item 8 of the Bid Schedule per acre of mine waste regraded. Such payment shall be considered full compensation for all labor, materials, equipment and all other items necessary and incidental to the regrading of mine wastes, as directed and described in the specifications.
