About this file

This is an amendment to a Statement of Work for a mine waste remediation project involving the Division of Reclamation, Mining and Safety in Colorado. The project encompasses excavation and repositioning of approximately 3,000 cubic yards of waste rock from below an access road to an on-site repository, regrading of approximately 6,000 cubic yards of existing waste materials above the road, and installation of a liner system across approximately 30,000 square feet. Key tasks include waste excavation and placement (Task 8), mine waste regrading (Task 9), liner anchor trench construction (Task 10), subgrade preparation (Task 11), geotextile installation (Task 12), and 45-mil polypropylene liner installation (Task 13). Work specifications require achievement of final slopes no steeper than 3 horizontal to 1 vertical, compaction standards requiring a shovel blade to penetrate no more than three inches, and prevention of all sediment loss to an adjacent creek. The project manager will approve all major milestones prior to progression to subsequent tasks, with payment based on cubic yards of material moved, square feet of area regraded, linear feet of trenching, and square feet of materials installed.

Pricing is established through a bid schedule with unit prices for each task item. The contractor must obtain 10,000 square feet of CoolPro RPP45 liner already owned by the Division from Grand Junction, Colorado, and purchase an additional 20,000 square feet to meet the 30,000 square foot requirement. All geotextile and liner installation must be completed by manufacturer-approved installers in compliance with manufacturer specifications. Materials must be staged at a pull-off along Highway 550 at Red Mountain Pass near Black Bear Pass Road within the Colorado Department of Transportation right-of-way, requiring advance notification to CDOT. A mandatory pre-installation meeting will be held with the project manager, installer, and contractor to review responsibilities, scheduling, quality control procedures, seam testing, and repair protocols. Payment is contingent upon project manager approval and submission of daily job logs documenting completed work.

TASK 8 EXCAVATE AND PLACE WASTE INTO REPOSITORY

This task includes the removal of the waste rock from below the access road and outside of the repository boundary, transportation, and placement of the wastes in the on-site repository, located above the access road. See attached maps for excavation and placement locations. Excavation will occur within the areas outlined on the map, and as directed by the PROJECT MANAGER. The PROJECT MANAGER will delineate the perimeter of all excavation areas prior to work being initiated.

Waste rock will be removed down to the underlying bedrock surface or native soils, as determined by the PROJECT MANAGER. This task involves machine excavating, hand cleaning and broom cleaning of waste materials off the bedrock surface. All excavated areas will be cleaned and free of waste rock such that visually the bedrock surface has 60% of the bedrock exposed. No power washing or water washing will be allowed. At no time will ANY waste material be allowed to wash into the creek. There will be no sediment loss to the creek. All erosion control measures around the excavation area must be installed and properly functioning as per Bid Item 4 prior to excavation. Excavation below the road will be considered complete when all wastes have been excavated, exposing native soil materials and/or bedrock and placed into the repository.

There are approximately 3,000 cubic yards of waste materials below the access road that will be moved to west above the access road and into the repository. The depth of waste varies from six inches (6") to fifteen feet (15') deep. The PROJECT MANAGER will determine when the appropriate excavation depth has been achieved by visual inspection or use of a handheld X-ray Fluorescence Analyzer.

Placement/Grading of Mine Waste

Waste rock will be placed within the repository boundary and as necessary to achieve slopes on the final repository surface of no steeper than three horizontal to one vertical (3H: 1V). The total area for mine waste placement is approximately 30,000 square feet. The waste materials excavated and transported from the upper and lower waste dumps will be placed in one foot (1’) lifts and uniformly compacted through traffic or mechanical compaction, as approved by the PROJECT MANAGER. Compaction must be thorough enough that a shovel blade cannot easily penetrate the surface more than three inches (3”). The PROJECT MANAGER must approve lift compaction prior to placement of the next lift.

Upon completion of the final repository surface, including the top of the repository and associated side slopes, mine waste shall not be steeper than three horizontal to one vertical (3H:1V).

Excavation of the mine wastes will be considered complete when all mine waste and underlying materials have been removed and compacted into the repository, per PROJECT MANAGER approval.

Any timbers or debris uncovered during excavation and transportation of the mine waste material will be set aside and removed by the CONTRACTOR to an authorized waste disposal facility.

Measurement and Payment

Measurement for payment for this task will be measured to the nearest cubic yard of mine waste excavated, transported, and placed in the disposal area. Payment for this task will be paid for at unit prices established in Item 8 of the Bid Schedule per cubic yard of mine waste excavated, transported, and placed. The repository surface will be surveyed in order to determine the volume of material moved with a swell factor of 10% added to the total. Such payment shall be considered full compensation for all labor, materials, equipment and all other items necessary and incidental to the excavation, transportation, and placement of mine wastes, as directed and described in the specifications. Payment will be as this task is completed and approved by the PROJECT MANAGER. Invoices are to be accompanied by Daily Job Logs summarizing the work included in the invoice.

TASK 9 REGRADE MINE WASTE IN REPOSITORY

The mine waste above the road consists of approximately 6,000 cubic yards of waste materials, with depths ranging from two feet (2’) to twenty feet (20’). The slopes of the waste are presently over-steepened at approximately 1H: 1V or steeper. The mine waste above the access road will be left in place, but must be re-graded. The CONTRACTOR will be required to grade the mine waste to lessen slopes and consolidate all materials into the repository footprint.

Upon completion of the final repository surface, including the top of the repository and associated side slopes, mine waste shall not be steeper than three horizontal to one vertical (3H:1V). The final surface of the waste materials will be graded to form small ridges and swales which mimic the surrounding landscape, while also maintaining positive drainage. The PROJECT MANAGER will work with CONTRACTOR to delineate ridge and swale locations in the field. It is estimated that 30,000 square feet will be regraded and slopes lessened under this Bid Item.

Any timbers or debris uncovered during excavation and transportation of the mine waste material will be set outside of the repository boundary in a location agreed upon by the PROJECT MANAGER.

Measurement and Payment

Measurement for payment for this task will be measured to the nearest square foot of re-grading of mine waste inside the repository boundary. Payment for this task will be paid for at unit prices established in Item 9 of the Bid Schedule per square foot of mine waste re-graded. Such payment shall be considered full compensation for all labor, materials, equipment and all other items necessary and incidental to the regrading of mine wastes, as directed and described in the specifications. Payment will be as this task is completed and approved by the PROJECT MANAGER. Invoices are to be accompanied by Daily Job Logs summarizing the work included in the invoice.

TASK 10 CONSTRUCT LINER ANCHOR TRENCH AND BACKFILL

Around the entire perimeter of the repository, an anchor trench for the Liner will be excavated to a depth of two feet (2') wide, as measured at the bottom of the trench, by two feet (2') deep. The trench will be excavated and approved by the Project Manager prior to Liner system placement. No loose soil will be allowed at the bottom of the trench, and no sharp corners or protrusions will exist anywhere within the trench.

Along the south side of the repository where the mine drainage and run-on channel intersect the side of the repository, a four foot (4') vertical trench excavation will be dug and liner will later be placed vertically in the trench to prevent the migration of mine drainage and surface flow from entering the repository. Approximately 150 linear feet of vertical trench will be required as part of the 700 linear feet in this Bid Item.

This Bid Item also includes the backfilling of the trench upon installation of the Liner System.

It is estimated that 700 linear feet of anchor trench will be excavated and backfilled under this Bid Item (150 feet of linear trench, and 550 feet of two foot (2') deep trench).

Measurement and Payment

Measurement will be by the lineal foot of anchor trench excavated and later backfilled after liner installation.

PROJECT MANAGER will measure the lineal feet of anchor trench excavated, backfilled and accepted. The price bid shall include all costs for labor, materials, equipment and all other items necessary for provision and installation of the straw wattles as described in these specifications. Payment will be made only for the unit price bid in Item 10 of the Bid Schedule, and as work is completed and accepted by PROJECT MANAGER.

TASK 11 SUBGRADE PREPARATION

The surface upon which the liner system is installed will be prepared and compacted. All surfaces to be lined will be smooth and free of debris, roots and sticks, and sharp rocks larger than two inches (2"). At a minimum, the level of compaction should be such that installation equipment or other construction vehicles cause no rutting. Immediately prior to liner system deployment, the subgrade will be final-graded to fill in all voids or cracks. At completion of this activity, no sharp irregularities or abrupt elevation changes will exist in the subgrade. The area to be prepared is approximately 30,000 square feet.

The PROJECT MANAGER must approve of the prepared subgrade prior to Liner system installation.

Measurement and Payment

Measurement will be by the square foot of subgrade prepared. The price bid shall include all costs for labor, materials, equipment and all other items necessary for subgrade preparation. Payment will be made only for the unit price bid in Item 11 of the Bid Schedule, and as work is completed and accepted by PROJECT

MANAGER.

TASK 12 INSTALL 8 MIL GEOTEXTILE UNDER AND OVER LINER

After the subgrade has been prepared, approximately 30,000 square feet of Agrutex 080, a polypropylene, staple fiber, needle punched nonwoven geotextile will be installed over the surface of the repository and installed per manufacturer's recommendations.

After the 45 mil Polypropylene Liner has been installed over the Geotextile, another 30,000 square feet of Agrutex 080, a polypropylene, staple fiber, needle punched nonwoven geotextile will be installed per manufacturer's recommendations.

The total amount of Geoxtile installed under this Bid Item is 60,000 square feet, half installed UNDER the liner and half installed OVER the liner.

The geotextile will be protected from ultraviolet light exposure, precipitation, mud, dirt, dust, puncture, cutting, or any other damaging conditions prior to installation. The geotextiles should be shipped and stored in opaque and watertight wrappings.

The CONTRACTOR is required to stage the Liner and Geotextile along Highway 550 at the Top of Red Mountain Pass near the Black Bear Pass Road. This is the best location for off-loading and temporarily storing the liner until machinery can deliver it to the site because there is a large flat pull-off. Please notify CDOT's Vance Kelso at (970) 626-4377 office, (970) 759-2641 or steven.kelso@state.co.us prior to storing materials in the right-of-way.

The geotextile MUST be installed by a manufacturer approved installer. The geotextile must be installed per manufacturer's specifications.
