About this file
This is a Scope of Work document issued by the Oregon Department of Fish and Wildlife (ODFW) for the Elkhorn Wildlife Area Buck and Rail Fence Materials project. The project aims to enhance aspen stands on the Elkhorn Wildlife Area within the Sumpter Herd Range by removing conifers and installing fencing to allow livestock exclusion and natural regeneration. The contractor must source and supply materials for approximately 3,500 linear feet of buck and rail fence consisting of 233 sections. Deliverables include 512 half-sawn wooden legs (4"–8" width, minimum 8' length), 1,330 half-sawn wooden rails (6"–12" width, minimum 16' length), and 256 half-sawn wooden diagonal braces (4"–8" width, minimum 16'–16'6" length), all preferably constructed from lodge pole pine or comparable species in sound structural condition. Materials must be delivered to 61846 North Powder River Lane, North Powder, Oregon 97867, with a preferred delivery date of April 30, 2026, and a hard deadline of May 15, 2026. Contractors located within 30 miles of the site must provide loading equipment and personnel, while those beyond 30 miles must include freight and delivery costs in their proposal.
Payment is structured as a single lump sum not to exceed $30,000 upon receipt and acceptance of all materials. The ODFW project manager will inspect all deliverables to verify compliance with specifications regarding quality, dimensions, and structural integrity prior to payment authorization. Items delivered from vendors more than 30 miles away may be rejected upon delivery if they do not meet the specified quality and dimensional standards. This is an intermediate procurement under Oregon Administrative Rule 125-047-0270, and the agency will not accept protests related to this solicitation.

II. BACKGROUND or GENERAL INFORMATION and Purpose:
Aspen are an Oregon SWAP Strategy habitat species and found throughout much of the state’s mule deer range. Aspen are a species of concern across the West due to increasing drought and limited water. This project will be conducted on Elkhorn Wildlife Area (EWA), withing the Sumpter Herd Range. The Wildlife Area provides summer and winter range habitat for mule deer, elk and numerous other species. The project proposes to enhance existing stands of aspen by removing conifers and fencing out livestock to allow the stands to regenerate.

The fence will be constructed of wood material, preferably lodge pole pine or comparable species. Wooden materials shall be of sound structural integrity and display no signs of rot, or other forms of damage caused by processing.
