This is a Bidders' Conference presentation for the MassHealth Claims and Provider Operations Business Support Services Request for Response (RFR) issued by the Executive Office of Health and Human Services (EOHHS). The RFR solicits qualified vendors to provide comprehensive Business Support Services supporting MassHealth's operations for over 2 million low-income residents and a network of approximately 120,000 providers. The scope of services encompasses 23 programmatic areas, including provider portal and digital services, non-emergency transport authorization, provider enrollment and credentialing, provider contact center operations, claims processing, document management, fulfillment and mailing, provider education and communications, provider directory management, system integration, and reporting. The RFR was issued on April 24, 2026, with a bidders' conference held on May 7, 2026. Written inquiries are due by May 14, 2026, at 5:00 p.m. ET, with anticipated written responses posted by May 28, 2026. Bidder responses are due June 18, 2026, by 5:00 p.m. ET through the COMMBUYS electronic procurement system. Oral presentations and staff interviews are anticipated for July 23, 2026, with best and final offers due August 20, 2026, if requested. The contract is anticipated to be awarded September 15, 2026, and become effective October 1, 2026, with an implementation period extending through June 30, 2027. The operational contract term runs five years from July 1, 2027, through June 30, 2032, with up to two optional extension years available.
Bidders must submit three response components—Business Response, Programmatic Response, and Cost Response—with total pricing including all implementation costs and contract costs for Years 1 through 5 plus optional extension years. Bidder qualification requirements include a minimum of five years in business with at least three years performing similar or related services, no financial, legal, or business conflicts with EOHHS' External Quality Review Organization, and demonstrated experience with Medicaid and large-scale healthcare operations. The Business Response must include organizational overview, subcontractor identification and management approach, financial condition documentation (audited financial statements for the prior two years), security policies and data breach disclosure, litigation disclosure, acceptance of RFR terms, and required certifications. The Programmatic Response requires demonstrated Medicaid experience with references, a detailed approach narrative addressing understanding of requirements and staffing strategies, an end-to-end implementation plan with key milestones and defined roles, organizational structure documentation for transition and operational phases, subcontractor details and coordination approaches, and detailed responses to 23 programmatic scope questions addressing relevant experience, approach, risks, and success measures. All submissions must be made electronically through COMMBUYS; late or alternate submissions will not be accepted. Regular updates, amendments, and written Q&A responses will be posted on COMMBUYS throughout the procurement process.
