About this file

This is a Cost Response Instructions and Workbook document for a state and local contract opportunity administered by the Massachusetts Executive Office of Health and Human Services (EOHHS). The workbook provides a standardized template for bidders to submit their cost proposals across multiple functional areas including Provider Enrollment and Revalidation, Provider Data Management, Provider Training and Onboarding, Provider Contact Center operations, Claims Processing, Document Management and Fulfillment, NETA Provider Directory, Provider MIS, Business Operations, and Software/Portal costs. The contract includes a startup/implementation period from October 1, 2026 through June 30, 2027, followed by five contract years beginning July 1, 2027 through June 30, 2032, with two optional extension years available at the option of EOHHS through June 30, 2034.

Bidders are required to submit costs organized into four categories: Direct Costs for FTEs with direct client contact, Indirect Costs for support staff, Administrative Costs, and Software/Portal costs, with the restriction that Administrative Costs plus an Earnings Factor shall not exceed 12.5% of total paid costs. The workbook utilizes a standardized FTE calculation methodology where one FTE equals 2,080 hours per year, expressed to two decimal places, with instructions to avoid double-counting staff across functional areas. Bidders must complete the Cost Proposal Execution page with authorized signatures and contact information and provide detailed narrative explanations and assumptions supporting their cost proposals for each contract period. All costs should include associated salary, fringe benefits, and overhead allocations for applicable FTEs and resources.
