About this file

This is a technical requirements appendix for the Commonwealth of Massachusetts MassHealth Provider Services Module Replacement project, outlining architectural, integration, and operational standards that the contractor must meet. The deliverable is a cloud-native or cloud-ready Provider Services Module with a modular, service-oriented architecture supporting containerization and auto-scaling in alignment with EOTSS Cloud Policies. The solution must encompass comprehensive provider lifecycle management including enrollment, screening, maintenance, and revalidation capabilities; seamless integration with all MassHealth MMIS components and federal data sources such as NPPES, PECOS, and SAM.gov; and a configurable business rules engine enabling MassHealth to modify eligibility and workflow logic without code changes. The contractor must implement a Master Provider Index, self-service provider portal with configurable workflows, automated revalidation and maintenance activities, and integration with the EOHHS Electronic Document Management system supporting secure document upload, OCR, and metadata tagging.

The solution must comply with NIST 800-53, CMS MARSE, HIPAA, and all EOTSS security standards, incorporating role-based access control with granular permissions, encryption of data in transit and at rest using FIPS-validated cryptographic modules, and continuous monitoring with SIEM integration and vulnerability management. The contractor shall support high availability and disaster recovery exceeding Commonwealth RTO/RPO requirements, implement modern DevOps practices with CI/CD pipelines and environment parity across development through production, conduct end-to-end testing including performance and load testing during peak enrollment periods, and provide complete documentation including architecture diagrams and data dictionaries. Additional requirements include WCAG 2.1 AA accessibility compliance for the provider portal, multilingual support where required, data migration strategy supporting incremental migration and parallel operations with legacy systems, participation in Medicaid Enterprise IT Governance, and support for CMS Outcomes Based Certification aligned with MITA 3.0 maturity goals.
