Architect and Engineering Services Q&A

1. At what time are Technical Proposals due on March 3, 2023?

Technical Proposals are due 5pm EST.

2. As stated in the general requirements of the RFP, should a confirmation that the prime consultant is registered in SAM.gov and signed/acknowledge addenda be included in the technical proposal as appendices?

The Prime is required to be registered in SAM.gov before award of the contract.

3. If so, can you please confirm that these will not count toward the 50-page maximum that also excludes the covers and tabs?

The signed/acknowledged addenda are excluded from page count. Covers and tabs are also excluded from page count.

4. To meet the BSA small business stretch goals for the Small Disadvantaged Business, Woman-Owned Business, Hub Zone, Veteran-Owned Business, and Service Disabled

Veteran-Owned Business categories, do these businesses need to be Small Business certified, in addition to having a certification for their specific designation? (Example:

If we wanted to use an environmental engineering subconsultant to meet the Woman-

Owned Business sub-goal, would they have to be a certified Small Business and a certified Woman-Owned Business, or would the latter certification alone qualify them to meet the goal?)

The specific designation qualifies the entity to meet the goal.

5. For subconsultants’ participation to count toward the Small Business Subcontract

Plan requirements, under which categories do they need to appear in the Dynamic

Small Business Search?

a. For example, do those certified as small businesses need to show up under a search for firms under the following criteria: Government Certifications > 8(a)

Certified > Required (Active Certifications only)?

b. Do Women-Owned Businesses need to show up under a search for firms under the following criteria: Government Certifications > Woman Owned

Small Business > Required (Active Certifications only)?

c. Would Women-Owned Businesses qualify if they show up under a search for firms under the following criteria: Ownership and Self-Certifications: Any

Self-Certified Women-Owned Small Business?

d. Do Veteran Owned and Service Disabled Veteran Owned Businesses need to show up under a search for firms under the following criteria: Ownership and

Self Certifications > Veteran Owned (including Service Disabled Veteran

Owned) or Service Disabled Veteran Owned?

The designation the entity identifies in their Reps and Certs will be the qualifier for participation in the Subcontract Plan requirement.

6. If a subconsultant meets the SBE certification requirements and has an application pending at the time of the Small Business Plan submission, would their participation in the contract count toward the SBE stretch goals so long as they are certified by the time the contract is signed?
