About this file

This document is a Justification for Other than Full and Open Competition for the Defense Logistics Agency (DLA) Document Services. The procurement seeks one HP Latex R530 64-inch Wide-Format Rigid and Flexible Latex Flatbed Printer with accessories, to be installed at Travis AFB, CA. The total procurement includes the printer, ink cartridges, extension tables, a 5-year service plan, on-site training, installation, and network certification support.

DLA specifically requires this HP brand printer due to critical compatibility factors with their existing workflow, including proprietary RIP software, electrical infrastructure, operational procedures, and physical space constraints. Market research was conducted on alternative large-format printers from EFI, Canon, Fuji, and Xerox, but none met the agency's technical requirements. The Limited Source Justification will be posted to SAM.gov for 14 days, with only HP authorized small business distributors eligible to compete. The agency aims to maintain operational continuity, reduce training burden, and eliminate potential workflow disruptions by procuring this specific HP model.

Justification for Other than Full and Open Competition IAW FAR

1.Nature and/or description of the action being approved:

This justification requests approval for an exception to limiting competition to Brand Name in accordance with FAR and 41 U.S.C. for the procurement of an HP Latex R530 64-inch Wide-Format Rigid and Flexible Latex Flatbed Printer and required accessories for DLA Document Services at Travis AFB, CA.

This procurement includes delivery, installation, IT accreditation support, training, and five

(5) years of on-site service and maintenance, beginning after the 12 months of included HP service coverage.

DLA Document Services requires this brand-specific HP equipment to maintain compatibility with the agency’s existing HP large-format print environment, proprietary RIP workflow, electrical infrastructures, and current production processes.

2. A description of the supplies or services required to meet the agency’s needs (including the estimated value):

DLA Document Services requires the procurement of one (1) HP Latex R530 Printer and associated items listed within the SOW, including:

This printer is essential to maintain current production operations for rigid and flexible media output for DLA customers. The HP Latex R530 is required due to compatibility with

TOTAL:

the existing HP RIP (Raster Image Processor) workflow used for the HP Latex 700 printer currently in use.

The estimated value of the acquisition will be determined by competition among qualified vendors able to supply the required HP brand name equipment.

3. An identification of the statutory authority permitting other than full and open competition:

41 U.S.C. – Only one responsible source and no other supplies or services will satisfy agency requirements.

FAR – Applications for brand-name descriptions.

4. A demonstration that the proposed contractor’s unique qualifications or the nature of the acquisition requires use of the authority cited:

The requirement must be limited to HP brand equipment due to the following critical factors:

a. RIP Software Compatibility DLA Document Services currently operates proprietary HP RIP workflow software authorized and provisioned for HP large-format printers (the HP Latex 700). Only the HP Latex R-series printers are fully compatible with this workflow.

Using a non-HP device would require:

New software licensing Re-engineering of workflow files Retesting and accreditation Retraining of personnel This would directly increase cost, risk, and operational downtime.

b. Technical & Production Consistency The HP Latex R530 maintains seamless operational consistency with the HP Latex 700 printer already in place. It uses identical or compatible:

RIP plug-ins Color management profiles Print environment calibrations Training and operational procedures

c. Electrical and Facility Compatibility The HP Latex R530 has the same electrical requirements and plug-in adapters as the HP Latex 700 currently installed at Travis AFB.

This eliminates the need for costly electrical upgrades. Using another manufacturer would likely require facility modifications estimated at up to $10,000.

d. Space and Footprint Requirements The HP Latex R530 fits within the exact footprint that we have available. Other 4x8 ft flatbed printers commonly require more than 28 square meters of operating space – space that DLA Document Services does not have.

Alternate devices would require facility reconstruction and workflow layout changes.

e. Operational Efficiency & Reduced Training Burden Because DLA operators are already trained on HP Latex systems, adopting a non-HP flatbed printer would require extensive:

Additional training Color profiling Workflow migration Network certification This would interrupt ongoing production schedules and introduce significant operational risk.

For these reasons, only the HP Latex R530 satisfies the technical, operational, electrical, software, and continuity requirements of DLA Document Services.

5. A description of efforts made to ensure that offers are solicited from as many potential sources as is practicable, including whether a notice was or will be publicized as required by Subpart 5.2 and, if not, which exception under 5.202 applies:

The Limited Source Justification will be posted to SAM.gov for days per FAR 5.202(a)(2).

All HP authorized small business distributors may compete.

6. A description of the market research conducted (see Part 10) and the results or a statement of the reason market research was not conducted:

Market research was conducted on alternative large-format printers from vendors such as EFI, Canon, Fuji, and Xerox. The research determined:

None of these manufacturers’ flatbed printers are compatible with DLA’s existing HP RIP workflow software.

Non-HP devices require new RIP licenses and extensive recertification, adding significant cost and time.

Alternative printers have larger footprints exceeding the available operational area at Travis AFB.

Alternative printers require different voltage/circuit configurations, which would require facility modifications.

Because DLA already operates HP Latex technology, introducing a new print ecosystem would increase operator burden, accreditation time, training costs, and workflow complexity.

Therefore, despite multiple vendors offering wide-format devices, only HP brand equipment meets the compatibility requirements without introducing unacceptable technical and operational risks.

7. Any other facts supporting the use of other than full and open competition, such as:

Technical data packages suitable for full and open competition are not available because the existing DLA RIP and workflow environment are proprietary to HP.

Attempting to integrate a non-HP flatbed printer into an HP-based workflow would result in duplicated costs, including new software acquisition, workflow reengineering, and retraining.

The estimated cost to transition to a non-HP workflow exceeds the cost of the HP R530 procurement and would introduce delays in meeting mission requirements.

Electrical and facility modifications required for non-HP devices present additional costs not required for HP equipment.

Maintaining a standardized HP workflow ensures continuity of operations, reduces training burden, and eliminates unnecessary downtime.

8. A listing of the sources, if any, that expressed, in writing, an interest in the acquisition

Market outreach was conducted to identify authorized HP resellers capable of supplying the HP Latex R530 printer. Multiple vendors may express interest; however, only vendors authorized to sell HP brand equipment will be considered under this brand-name requirement.

While several vendors may respond, all must provide the HP Latex R530 —alternate products will not meet the requirement due to software, electrical, and operational incompatibilities described above. Three vendors, who are authorized to sell the HP Latex R530, responded to the market research outreach:

9. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisition for the supplies or services required:

Future acquisitions may consider alternative manufacturers if DLA transitions to a new RIP ecosystem, modifies facility layouts, or invests in cross-vendor certification and training. At this time, mission requirements and workflow interoperability necessitate HP brand compatibility.

I certify that any supporting data that is the responsibility of technical or requirements personnel and which form a basis for the justification are complete and accurate.
