About this file
This is a Solicitation Amendment 1 issued by the Arizona Department of Administration for the Arizona Department of Veterans' Services (ADVS) Marana Veterans Memorial Cemetery Expansion project (IFB PCS-25-062, Solicitation No. BPM006983). The amendment, dated July 11, 2025, modifies the original solicitation requirements regarding wage decisions and clarifies technical specifications and contractor responsibilities. Key project details addressed in the amendment include the installation of service emblem plaques (including two additional Space Force emblems and reinstallation of five existing emblems at the Committal Shelter and Assembly Area), hydroseed application using native seed mix at a recommended rate of 40 to 60 PLS per square foot, site grading work, and temporary access road construction utilizing onsite spoils. The amendment confirms that benches are not included as project elements and that in-ground cremains installation is not a contractor responsibility.
The amendment addresses critical contractor responsibilities and coordination requirements. Contractors are responsible for providing material testing and special inspections rather than merely coordinating these services, as originally specified. As-built documentation requirements have been clarified to specify that contractors must provide redlined construction sets and field copy as-build plans rather than final CADD drawings, with the design team responsible for refining CAD records. The amendment updates Exhibit 2 to reflect a revised Wage Decision Number (AZ20250040 07042025). Clarifications confirm that excess material placement along the construction access road requires grading but not screening, disturbed areas must be cleaned and hydroseed following project completion, and spoils management must address site restoration requirements.

Question
Question Answer
Technical Specs 2.10 (page 59/116) Says to "furnish and install the service emblem plaques, Dept of Veteran Affairs Plaque, and Gettysburg Address Plaque as indicated in contract drawings" Contract only shows furnishing 2 additional emblems for "Space Force" and reinstallation of the existing 5 at the Committal Shelter and Assembly Area
The 2 additional emblems for Space Force have been purchased by the Cemetery. The contractor is to install the 2 additional emblems and reinstall the existing 5 at the committal shelter and the assembly area.
Technical Specs 32 33 00 (Page 80/116) Site Furnishings include benches. Construction Drawings do not show a bench for the flower watering station. Please verify we are not to price a bench in our bid.
Benches are not part of the project.
Construction Drawings say to hydroseed with Native Seed Mix. Is there any preferred mix ratio?
A recommended total seeding rate for a mix is 40 to 60 PLS (Pure Live Seed) per square foot when broadcast seeding.
It was mentioned at the job walk that the spoils can be used for the access road and left onsite.
Please confirm this is accurate.
Yes, spoils can be utilized for the access road but disturbed area will need to be cleaned up and hydroseed after the project is completed.
Will the excess material that is to be placed along the temp access road at project completion need to be screened to a certain size
The material placed along the construction access road does not have to be screened, just graded so we don't have a bunch of mounds of soil.
Please confirm the contractor will not be responsible for producing Final CADD As Builds, only redlined documents (SOW 1.02D)
The contractor will provide a redlined construction set which will be provided to the design team to refine the CAD for record drawings. The contractor is to provide the as-build plans on the field copy.

Please confirm that all Special Inspections and Materials Testing will not be provided by the contractor (SOW 1.01A/B) Contractor only needs to coordinate these.
Material testing and special inspections are to be provided by the contractor.
Is there a spec for the In-Ground Cremains? The in-ground cremains are not installed by the contractor, just the grading of the area. These are purchased and placed with the service.
