This is a Statement of Work (SOW) for the cyclic replacement of four HVAC systems at Big South Fork National River and Recreation Area (BISO) in Oneida, Tennessee and Stearns, Kentucky.

The project involves the removal and installation of heating, ventilation, and air conditioning systems at three locations: Kentucky Ranger Station (300 Wilburn K Ross Road, Stearns, KY 42647), Park Headquarters (4564 Leatherwood Road, Oneida, TN 37841), and Bandy Creek Facilities Complex/PM Building (147 Stable Road, Oneida, TN 37841). The contractor must complete all work within 45 calendar days from notice to proceed, with work anticipated between July and August. Work hours are 8:00 AM to 4:30 PM Eastern Time, Monday through Friday, excluding federal holidays. The specific scope includes: removal and installation of one 4-ton packaged gas/electric HVAC unit with natural gas heat, electric cooling, and minimum 14 SEER efficiency at the Kentucky Ranger Station; installation of three ductless split-system heat pumps (1.5 ton, all-electric, 208/230 volts single phase) at Park Headquarters IT Room and Bandy Creek Facilities Complex PM Building (one requiring approximately 60-foot refrigerant line set). All work requires proper electrical connections, refrigerant line sets, condensate drainage, sealing of penetrations, and compliance with National Electrical Code (NEC) standards. The contractor must supply all labor, materials, equipment, and supervision; comply with OSHA, EPA, NHPA, and NEPA requirements; maintain workers compensation and liability insurance per Kentucky and Tennessee regulations; and provide a site-specific safety plan. Big South Fork National River and Recreation Area (BISO) is located along the eastern portion of the border separating Kentucky and Tennessee and encompasses approximately 125,000 acres of federally managed land. The park preserves and protects natural and cultural resources while providing a wide range of recreational opportunities for the public.

This project consists of the cyclic replacement and installation of Heating, Ventilation, and Air

Conditioning (HVAC) systems at multiple administrative facilities within the park. The work includes a combination of packaged and split-system units serving office spaces and dedicated IT rooms.

The purpose of this project is to replace aging and failing HVAC equipment with new systems of similar capacity and configuration to ensure reliable operation, maintain appropriate environmental conditions for staff and equipment, and reduce maintenance requirements. Work will occur at multiple locations with varying site conditions and system configurations.
