About this file
This is a Bike Rack Specifications document for the City of St. Petersburg, Florida's procurement to support its Bike Share Program. The City seeks staple-style u-rack designs with specific technical requirements: 30-inch width, 36-inch height, 2-inch square tube construction, black powder coating, and capacity for two bicycles per rack in accordance with APBP Bike Parking Guidelines. The initial guaranteed purchase consists of 110 units, with additional units available on an as-needed basis throughout the three-year contract term. The City retains renewal rights for two additional one-year periods. Questions must be submitted by April 27, 2026, with proposals due electronically through the OpenGov Procurement portal by May 5, 2026 at 3:00 p.m. Vendors must provide complete mounting hardware with tamper-resistant fasteners suitable for surface mounting to aluminum rails, with installation services excluded from the scope. Delivery is coordinated to St. Pete Traffic Operations at 1744 9th Ave N, St. Petersburg, FL 33713.
Pricing must be quoted as firm unit prices with FOB Destination terms, including freight. Minimum vendor qualifications include at least two years of experience providing bicycle racks, Florida Division of Corporations registration, a current contractor's license if applicable, and references from at least three customers. The City encourages but does not require participation from small business enterprises, women business enterprises, veteran-owned businesses, and minority business enterprises through a voluntary Subcontractor Utilization Plan. Required insurance coverage includes $1,000,000 commercial general liability per occurrence and $1,000,000 commercial automobile liability, with proof of insurance due within ten days of award. Vendors must maintain twelve-month warranties against defects and designate a dedicated account manager as a single point of contact. The City reserves the right to award to one vendor on a split-order, lump-sum, or individual item basis and may terminate the agreement for convenience with thirty days' written notice. No specific contract award value or budget is disclosed.
