About this file
This is a Questions and Answers document from the Oregon Department of Fish and Wildlife (ODFW) related to the Big Creek Hatchery Adult Fish Holding Pond Improvements project, addressing clarifications raised during the June 22, 2026 pre-bid conference. The project scope includes bulkhead installation at piers, demolition of existing structures, preparation and installation of a new concrete divider wall with foundation and reinforcing, and cleaning and epoxy-grout coating of existing slabs for transverse leveling. Key clarifications address construction requirements such as the mandatory security fence around the pond, preservation of existing pipe railings, floor-only resurfacing in designated areas, specifications for seal coat application (lightly brushed texture per Plan Sheet 2, Detail 1/2), the 6-inch slab thickness, and the handling of pressure relief valves (which may be temporarily plugged but must remain operational upon project completion). The document confirms that work will occur during the lower water period when the water table is below the slab to minimize seepage issues. Additional guidance covers contractor-supplied power requirements, use of epoxy grout as the sole grout type for this project, rejection of cementous fiber reinforcement as an alternative to epoxy, specification of permeability-reducing admixture for new wall and footing concrete, and clarification that watertight testing will not be required and vapor barriers are not necessary under the slab.
The document further addresses logistical and contractual matters, including requirements for all debris removal and disposal per state regulations, contractor responsibility for hiring independent special inspection and testing services, and confirmation that the design team requires permeability-reducing admixture in both new wall and footing structures. Insurance requirements are clarified, with ODFW accepting the newer 2010 and 2037 ISO Commercial General Liability Additional Insured endorsement form pair (with 12/19 edition date) as equivalent to the older 0704 versions. The project cost estimate for bonding purposes is $100,000 with state funding, bids were due July 8, 2026 at 3:00 PM, and the mandatory pre-bid conference occurred on June 22, 2026 at the project site in Astoria, Oregon. Work must commence within seven calendar days of the Notice to Proceed, with substantial completion required by September 22, 2026 and final completion by September 29, 2026, with a one-year guarantee period from substantial completion.

Big Creek Hatchery Questions and Answers – 6/22/26 Prebid
Q1. Do they need a security fence around pond while working to keep public visitors safe.
A1. Yes, see Specification Section 01 50 00 Part 3.4E.
Q2. Can the existing pipe railing be removed in order to make it easier to work while doing concrete? If yes, do they need to replace when done?
A2. No, posts are grouted into the top of the existing wall and will not come out easily.
Q3. Do they need to resurface the walls too or just the floor?
A3. Just the floor needs to be resurfaced in areas noted.
Q4. Does the texture of the sealing coat need to be brushed, or can it just have some type of texture so that it is not smooth?
A4. Seal coat to be lightly brushed, see note on Plan Sheet 2, Detail 1/2.
Q5. Do you have a preferred brand for the topical?
A5. See Specification Section 03 30 00 Part 2.4D.
Q6. What is the slab thinness?
A6. Slab is 6” thick according to original drawings.
Q7. Do they need to supply their own power and water?
A7. Contractor may use hatchery potable and non-potable water but must supply their own power. See Specification Section 01 50 00 Part 3.2.
Q8. What is the depth of the skim coat?
A8. Depth necessary to fill in roughened surface to provide finish surface that is even.
Q9. Can they fill in or cap the core plugs?
A9. The “core plugs” are actually pressure relief valves and may not be permanently filled in, but may be temporarily plugged during construction.
Q10. Will there be a problem with the core plugs for bonding if they can’t be plugged? What stops them from leaking or seeping?
A10. The pressure relief valves need to be in operation at completion of project. Work to be done in lower water period when water table is below slab and may not be an issue with water seeping. They may temporarily be plugged during construction.
Q11. Water stops for control joints in wall called out but not every joint A11. Water stop only called out in slab/footing joints, not wall joints.
Q12. Can they use Cementous fiber reinforcement in leu of epoxy?
A12. No
Q13. Do we have original drawings of this pond?
A13. Yes, we have original pond drawings and ODFW will attach in OregonBuys.
Q14. Where can they dump the debris from removal?
A14. All debris to be removed from site and disposed of in a site approved by State rules and regulations.
Q15. Is owner’s intent to provide special inspection and testing?
A15. No, contractor to hire independent special inspection and testing company per
Specifications.
Q16. Is the design team’s intent to have the new CIP structures to be non-permeable? If so, would this be for both new footing and wall?
A16. Permeability Reducing admixture is required in new wall and footing per Specifications.
Q17. Specification Section 03 30 00 Cast-in-place Concrete describes Cement Grout, Drypack Grout, Nonshrink grout, Epoxy grout and polymer Concrete. After reviewing the plans, I am only aware of Epoxy Grout being called out to be placed on top of existing slab. Are the other grouts described in the specifications for other applications in this scope or as alternate resurfacing options to the existing slab?
A17. Epoxy grout is the only type of grout used for this particular project.
Q18. Is the design team’s intent to have a vapor barrier between earth and new footing? If so, is the granular course described to cover vapor barrier need to be a certain thickness?
A18. Vapor barrier is not required under slab for this project.
Q19. General question about bulkheads and watertightness tightness, testing and repair.
A19. Watertight testing will not be required for this project. Bulkheads are specified to keep water out of pond where work is being conducted. Adjacent pond and headbox may not have ability to be fully dewatered.
Q20. Insurance Question. For Commercial General Liability, the Additional Insured endorsement with respect to liability arising out of Contractor’s ongoing operations must be on ISO Form CG 20 10 07 04 or equivalent and the Additional Insured endorsement with respect to completed operations must be on ISO form CG 20 37 07 04 or equivalent. Will ODFW accept the newer 2010+2037 form pair in lieu of the older 0704? AI forms CG 2010 + CG 2037 with 12/19 edition date will be acceptable.
A20. Yes
