Technical Specifications Summary
This document comprises the Technical Specifications for the Big Creek Hatchery Adult Holding Pond Improvements project managed by the Oregon Department of Fish and Wildlife (ODFW). The project encompasses bulkhead installation at piers for water containment, demolition of existing structures as indicated on plans, preparation and installation of a new concrete divider wall with associated foundation and reinforcing, and cleaning and epoxy grout coating of existing slabs to level transversely. The work includes all necessary labor, materials, equipment, permits, and incidental services required for project completion. Contractors must submit a construction schedule within seven days of notice to proceed, including shop drawing receipt timelines, material and equipment ordering and delivery schedules, demolition sequencing, excavation and foundation preparation, concrete structure construction, backfilling and grading, installation of gates and miscellaneous metals, testing activities, and final cleanup. Substantial completion dates are specified in the Invitation to Bid (ITB), and the contractor must maintain performance bonds throughout a one-year guarantee period from the certificate of substantial completion.
The contract price constitutes full compensation for furnishing all labor, plant, equipment, materials, mobilization, demobilization, and all operations required to complete the work as specified. Bid items are structured as lump-sum payments for mobilization and demobilization, surface restoration, demolition, new concrete wall construction, and slab smoothing work. The contractor is responsible for obtaining all necessary permits and paying associated fees. Retainage may be deducted from progress payments in accordance with Oregon's General Conditions for Public Improvement Contracts. All work must comply with Oregon Standard Specifications for Construction (current edition), applicable codes including the Oregon Structural Specialty Code, OSHA regulations, and environmental protection requirements. The contractor must coordinate construction activities to minimize disturbance to ongoing hatchery operations and adhere to an Inadvertent Discovery Plan for Cultural Resources as specified in project exhibits.

SUBMITTAL PROCEDURES 01 33 00
Adult Holding Pond Improvements Engineering Project # 24-035
SECTION 01 33 00 – SUBMITTAL PROCEDURES
PART 1 – GENERAL
1.1 RELATED REQUIREMENTS SPECIFIED ELSEWHERE
A. Other provisions pertaining to submittals are included in the General Conditions, the Supple-mentary General Conditions, and in the various Sections of the Technical Specifications.
1.2 SUBMITTAL REQUIREMENTS
A. General:
1. If Build America, Buy America Act (BABAA) requirements are in place for this Project, the Contractor shall submit certification that all materials and manufactured goods pro-vided under this Technical Specification meet the BABAA requirements. Please refer to Exhibit 9 for specific details on the material and manufactured goods requirements.
2. All submittals shall be identified by Project title and number and shall include Contrac-tor’s name, date, and revision date. In addition, shop drawings, product data, and sam-ples shall include names of subcontractor and supplier, applicable Technical Specifica-tion Section number and Contractor’s stamp, initialed or signed, certifying to review of submittal, verification of field measurements, and compliance with Contract Documents.
3. All submittals shall be accompanied by a submittal transmittal form. Equipment numbers shall be listed for items being submitted. A separate form shall be used for each specific item, class of material, equipment, and items specified in separate, discrete sections, for which the submittal is required. Submittals for various items shall be made with a single form when the items taken together constitute a manufacturer’s package or are so func-tionally related that expediency indicates checking or review of the group or package as a whole.
4. A unique number, sequentially assigned, shall be noted on the transmittal form accompa-nying each item submitted. Original submittal numbers shall have the following format:
“XXX”; where “XXX” is the sequential number assigned by the Contractor. Resubmittal shall have the following format: “XXX-Y”; where “XXX” is the originally assigned submittal number and “Y” is a sequential letter assigned for resubmittals; i.e., A, B, or C being the 1st, 2nd, and 3rd resubmittals, respectively. Submittal 25B, for example, is the second resubmittal of Submittal 25.
5. Submittal Completeness: Submittals which do not have all the information required to be submitted are not acceptable and will be returned without review.
B. Shop Drawings: Submit two (2) copies of each shop drawing required by the Technical Spec-ifications. Show the information, dimensions, connections, and other details necessary to en-sure that the shop drawings accurately interpret the Contract Documents. Show adjoining Work in such detail as required indicating proper connections. Where adjoining connected Work requires shop drawings or product data, submit such information for review at the same time so that connections can be accurately checked.
C. Product Data: Submit two (2) copies of each item of product data required by the Technical Specifications. Modify product data by deleting information which is not applicable to the Project or by marking each copy to identify pertinent products. Supplement standard in-formation, if necessary, to provide additional information applicable to Project. It is recog-nized that in some cases manufacturer’s product data will be adequate and further shop draw-ings as stated in the Technical Specifications may not be required, unless requested by the Owner’s Authorized Representative.
TS-17
Adult Holding Pond Improvements Engineering Project # 24-035
D. Samples:
1. Submit two (2) of each sample required by the Technical Specifications (unless specific number is specified). Samples shall show the quality, type, range of color, finish, and texture of the material intended to be furnished for the Work.
2. Samples shall become the property of the Owner unless specifically stated otherwise and will not be incorporated in the Work.
E. Review Procedure: Unless otherwise specified, within ten (10) to fourteen (14) days after re-ceipt of the submittal, the Owner’s Authorized Representative will review the submittal. The returned submittal will indicate one of the following actions:
1. If the review indicates that the material, equipment, or work method is in general con-formance with the design concept and complies with the Drawings and Technical Speci-fications, submittal copies will be marked “NO EXCEPTION TAKEN” and given review action 1.
