About this file

This is a solicitation document (IFB - Invitation for Bid) issued by Salt Lake Community College for utility mapping and subsurface utility detection services utilizing ARCGIS technology. The project, referenced as SLCC2026-W1029, requires qualified vendors to provide comprehensive utility mapping and detection services across four SLCC campuses: Taylorsville Redwood, South City, Larry H. Miller, and Jordan. The solicitation opened on November 3, 2026, at 4:30 PM MST, with a mandatory pre-bid meeting scheduled for November 10, 2026, at 10:00 AM MST via Microsoft Teams. Questions from interested bidders are due by December 3, 2026, at 2:00 PM MST, with a final addendum deadline of December 9, 2026, at 5:00 PM MST. All bid submissions are due by December 17, 2026, at 2:00 PM MST, and all bids must remain valid for a minimum of 45 calendar days after the due date to allow for adequate evaluation. The project completion date is listed as TBD (to be determined). Attendance at the mandatory pre-bid meeting is required for all contractors wishing to bid on this project.

Vendors must provide detailed service proposals describing their investigation methodology, comparable utility mapping experience, proposed personnel and subconsultants with applicable professional licenses, sample deliverables, and client references. Pricing must be submitted on a utility-by-utility basis covering all four campuses, with separate line items for electrical distribution, culinary water, irrigation water mainlines, sanitary sewer, storm drainage, natural gas, telephone and communications, steam, and utility tunnels. Each campus fee must itemize costs for records review and coordination, detection and survey, ARCGIS and drawing production, and quality review and final delivery, with shared mobilization and project management costs allocated consistently without duplication. The awarded contractor must provide proof of insurance coverage including Commercial General Liability, Workers Compensation, Employers Liability, and Automobile Liability Insurance with limits of $5,000,000 for both per occurrence and in aggregate. Vendors must also hold a valid contractor's license and certify their agreement to SLCC's General Bid Provisions and Contractor's Agreement, confirming that no additional terms and conditions will be accepted. The college reserves the right to choose not to proceed with the procurement after reviewing submitted responses.

2. Proposals

Describe the proposed services in sufficient detail for SLCC to understand the investigation effort, resulting information, and limitations. Include comparable utility mapping experience, proposed personnel and subconsultants, applicable professional licenses, sample deliverables, and client references. Identify the personnel responsible for surveying, detection, ARCGIS development, and quality review.

Explain the methods proposed for each utility, the intended quality levels and accuracy, campus coverage, access assumptions, quality checks, and schedule. Identify anticipated SLCC assistance and any information needed to establish a reliable fee. Explain exceptions and additional services expressly, including any work dependent on utility-owner participation or separate authorization.

The fee proposal shall provide a separate total for each utility covering all four campuses: Taylorsville Redwood, South City, Larry H. Miller, and Jordan. For example, the electrical fee shall cover electrical utility work across all four campuses, and the culinary water fee shall cover culinary water work across all four campuses. A campus-only breakdown does not satisfy this requirement.

Each campus fee shall identify the cost of records, review and coordination, detection and survey, ARCGIS and drawing production, and quality review and final delivery. Allocate shared mobilization, control, and project management costs consistently, or list them separately once; do not duplicate them across utility totals.

Provide the combined base fee, exclusions, and separately priced optional investigations. For unit-priced work, state the unit, assumed quantity, unit price, and extended amount. SLCC will select individual utility assignments. Pricing is to be submitted by the submission deadline.
