About this file
This is a Request for Bid (RFB) document issued by Salt Lake County, Utah for commercial laundry maintenance and repair services at the County's Jail facilities. The County seeks a qualified service provider to perform quarterly scheduled preventative maintenance, as-needed repairs, and supply replacement parts for commercial laundry equipment at two locations: the Adult Detention Center (ADC) Metro Jail located at 3415 South 900 West, South Salt Lake City, UT 84119, and Oxbow Jail located at 3148 South 1100 West, South Salt Lake City, UT 84119. The equipment requiring maintenance includes one Milnor washer, five UniMac washers, eight UniMac dryers, and two Huebsch originator washers. The solicitation opened on September 11, 2026 at 10:00 AM MDT, with written questions due by October 6, 2026 at 1:00 PM MDT, and bid submissions due on October 13, 2026 at 1:00 PM MDT. A pre-bid site visit is scheduled for October 2, 2026 from 10:00 AM to 11:00 AM MDT, with bidders required to RSVP and complete jail access pass applications at least three days prior. During quarterly preventative maintenance visits, the contractor must service all authorized machines during the same visit and perform full preventative maintenance inspections including cleaning, vacuuming, oiling, lubrication, evaluating mechanical components, checking fasteners and welds, and performing minor repairs.
The contractor must supply all necessary parts and labor as authorized by the County through issued Purchase Orders, with the quarterly preventative maintenance price including all normal labor and parts required for equipment operation. The bid price must include a warranty covering all parts and labor for a minimum of one year, with bidders able to offer additional warranty months. Pricing must be guaranteed for 24 months, with any price adjustment requests requiring equal guarantee periods and sufficient documentation; price increases cannot exceed 5% annually and must be linked to independent indices not controlled by either party. Equipment replacement is outside the contract scope and will be procured separately, though this contract does not prevent the contractor from bidding on replacement equipment or grant preference in such solicitations. Preventative maintenance shall not be performed or billed during warranty periods unless authorized by the County, unless the warranty requires preventative maintenance, or unless the work falls outside warranty scope and will not void the warranty. Bidders must be registered with the Utah Department of Commerce to do business in Utah, must meet all insurance requirements, agree to payment upon completion and signed acceptance, allow County audits of records and price lists at no additional cost, agree to immediate price de-escalation for market decreases, comply with environmental and non-debarment certifications, and provide a 24-hour emergency contact name and phone number.
