About this file
This is Addendum 1 to a Request for Quote (RFQ) issued by the Oregon Military Department for the Camp Rilea Armed Forces Training Center, a state facility located in Warrenton, Oregon. The addendum addresses the Camp Rilea Building 7022 HVAC Replacement Project (RFQ S-24800-00008490) and provides clarifications and responses to questions submitted by prospective bidders following the mandatory pre-bid conference held on October 31, 2023. The project requires replacement of one split-system HVAC unit (indoor and outdoor units) with new high-efficiency equipment of equivalent performance capabilities. The addendum clarifies that the requirement is not for brand-specific matching but rather for functionally equivalent new units. Quotes were due by November 16, 2023, at 2:00 PM PT, with a project timeline requiring substantial completion within 90 calendar days and final completion within 120 calendar days from the Notice to Proceed. The addendum must be acknowledged and submitted by offerors to confirm their understanding and incorporation of the changes.
The addendum addresses four specific bidder questions regarding equipment specifications, mechanical and structural scope, and site access safety concerns. Notably, the addendum confirms that contractors are responsible for all means and methods of construction, including safety-related costs, architectural and structural repairs necessary to accommodate the new HVAC units, and all required mechanical and structural permits. For the safety concern regarding access to the mechanical room through difficult stairs, the addendum places full responsibility on the contractor to develop compliant solutions, indicating that any structural modifications (such as welding pipe anchors for equipment rigging) must be included in contractor bids. The government's cost estimate ranged from $20,000 to $35,000, with the lowest responsive bid submitted at $22,504.95. Contractors must be registered with the Oregon Construction Contractors Board, maintain public works bonding, provide a Unique Entity Identifier (UEI) number, and clear the Excluded Parties List System (EPLS) due to federal funding.

Addendum 1 – RFQ S-24800-00008490 1
November 13, 2023
SUBJECT: Addendum 1 to RFQ S-24800-00008490 – Camp Rilea Building 7022 HVAC Replacement
TO ALL PROSPECTIVE BIDDERS AND ALL OTHERS CONCERNED
1. The changes, clarifications, omissions, additions, and alterations in, on, and to the bidding information and specifications shall apply to the bids submitted for and to the project indicated above. Except as modified by this Addendum, all of the terms and provisions of the Request for Quote (RFQ) for the above listed project remain in full force and effect. This Addendum Number 1 supersedes all previous instructions pertaining to the items listed:
SUPPLEMENTAL INFORMATION – RESPONSES TO QUESTIONS
2. Responses to Questions: Following the advertisement and issuance of the Solicitation, all prospective bidders were provided the opportunity to ask questions and request clarifications related to the Solicitation in writing up to November 7, 2023.
The following list is comprised of questions submitted by prospective bidders in writing.
#1: I understand that the quote is looking for as close to like-for-like as possible, but does that mean the same brand as to what is existing as well?
<Response> No, the requirement is for equivalent new high efficiency HVAC units capable of providing equal performance capabilities as the existing units.
#2: When we walked the site, we were shown 2 separate HVAC systems that served the building. The bid only lists one system but states one packaged HVAC system. Does that mean we're being asked to replace one split system, both split systems, or replacing both split systems with a packaged unit (ie: RTU)?
<Response> No, the requirement is to replace the indoor and outdoor units for the one (1) split system that was surveyed.
#3: Concerns for building 7022 are regarding safety. The stairs to the mechanical room are more like a ladder than stairs. I’d like your feedback and instructions on how to manage getting up and down the stairs safely. The stairs are difficult to manage, just to walk up and down let alone moving materials and a 7-ton air handler up and down.
Here are my suggestions. First, we would need to remove the door at the foot of the stairs. Second, we need a way to safely remove and add a 7-ton air handler up and down the stair well. Would we be allowed to tack weld a pipe in the stair well? Also, penetrate a hold down of the pan deck in the mechanical room. This would allow us the opportunity to be able to use a come along to slowly lower equipment down the stairwell safely. This would include grinding, minimal welding, and repainting upon completion. We would provide a Firewatch for the welding as well.
<Response> Contractor shall be responsible for the means and methods of the construction project, including the safety of those on site. Safety-related costs should be included in contractor bids.
The contractor is responsible for repairs on all architectural and structural work required to accommodate new HVAC units in accordance with the Statement of Work.
Addendum 1 – RFQ S-24800-00008490 2
#4: Are Mechanical and structural permits to be included in our quotes?
<Response> Yes, permits must be included in contractor bids.
3. This addendum must be acknowledged and submitted for this project. By acknowledging this addendum, the Offeror agrees they have read and understood the above mentioned changes, and have incorporated those changes into their Offer. Offeror: Initial here ________________
REQUESTS FOR CHANGE TO THIS ADDENDUM MUST BE SUBMITTED IN WRITTEN FORM TO
THE POC LISTED IN THE RFQ BY 5:00 PM ON NOVEMBER 14, 2023.
