About this file
This is a Bidders' Questionnaire document issued by the City of Palo Alto for the Tennis Court Resurfacing project (IFB #197312). The questionnaire requires bidders to provide comprehensive company information including business entity type, years of operation under the current name, and relevant experience with similar projects completed within the past three years. Bidders must submit references documenting previously completed projects with contact information, completion dates, and contract amounts, along with details regarding prior work performed for the City of Palo Alto. The questionnaire also requires submission of information about plants, facilities, and equipment available for the proposed work, as well as identification of management staff who will oversee project execution with documentation of their expertise and experience. Bids are due electronically through the City's OpenGov portal by 3:00 p.m. on May 13, 2026, with project commencement anticipated on or about May 18, 2026 and completion required no later than December 31, 2026.
Bidders must hold a current California Contractor's License with Class A classification and maintain active registration with the California Department of Industrial Relations (DIR) in good standing; failure to confirm current DIR registration will result in bid disqualification and return of the unopened bid. The questionnaire requires submission of the bidder's California Contractor's License number, classification, and expiration date, as well as the DIR registration number. Bid security equal to 10 percent of the aggregate bid amount is required for bids exceeding $25,000, with performance and payment surety bonds equal to 100 percent of the contract sum required within ten business days of award. Liquidated damages are assessed at $1,050 per day for failure to achieve completion within the contract time. The project is subject to prevailing wage requirements under California Labor Code Sections 1720 et seq., and bidders must be authorized applicators of the California Products Corporation Plexipave System with American Sports Builders Association (ASBA) builder membership. One-year warranties on materials and workmanship are required from the selected contractor.
