About this file
This is a bidder response template for RFQ No. 27-DCYF-PPS-009, issued by the Washington State Department of Children, Youth, and Families (DCYF) for the Family Resource Center Case Closure Pilot. The solicitation seeks voluntary, community-based prevention and support services to help families remain safe, stable, and connected to community supports as they exit child welfare involvement. Bidders must submit comprehensive technical and management proposals addressing project approach and methodology, work plans for service delivery, outcomes measurement, project team structure, staff qualifications, service capabilities, tribal relationships and collaboration, culturally and linguistically responsive service provision, implementation readiness for January 2027, and other relevant experience. The evaluation is structured as a scored proposal with technical components worth 40 points and management components worth 60 points, totaling 100 points.
The file provides a detailed template and scoring rubric rather than pricing information, set-asides, or specific contract term details. Bidders must address how they will engage families; support identified needs and goals; coordinate with community-based, tribal, and culturally specific resources; and meet DCYF reporting requirements. Key evaluation areas include the bidder's existing service populations, limitations on service eligibility, concrete goods and basic needs support capabilities, motivational interviewing competencies, and readiness to participate in DCYF onboarding and referral pathway training prior to January 2027 implementation.
