This is a Request for Qualifications (RFQ) issued by the Washington State Department of Children, Youth & Families (DCYF) for the Family Resource Center Case Closure Pilot program. DCYF seeks qualified contractors to provide voluntary, community-based prevention and support services to families exiting child welfare involvement across eight identified priority communities: Spokane County, South King County, Tumwater and Southern Thurston County, Snohomish County, West King County, Tri-Cities, Bellingham, Pierce County, and Tribal Communities in King County. The services include family engagement, strengths and needs assessments, service navigation, warm handoffs, and connections to community supports such as housing, food, transportation, healthcare, childcare, and substance use treatment. DCYF anticipates approximately 1,170 families may participate annually at a 25% participation rate. The response due date is December 4, 2026, at 5:00 p.m. Pacific Time, with a pre-bid conference scheduled for November 5, 2026, at 11:00 a.m. The contract term is six months commencing January 1, 2027, or upon execution, whichever is later, with potential extensions up to five times for one year per amendment, not to exceed June 30, 2032. DCYF intends to award up to five contracts. The Solicitation Coordinator is Kris Gorgas (dcyf.contracts@dcyf.wa.gov), and responses must be submitted electronically to this email address.

The initial contract amount shall not exceed $37,600.00 per contractor, with total estimated funding of $150,000 or less. DCYF will compensate contractors using three billing mechanisms: monthly capacity rates ranging from $2,791.92 to $2,843.97 per Family Advocate FTE by community; per-referral rates ranging from $12.99 to $13.24; and monthly case rates ranging from $181.58 to $204.47 per case. Ramp-up funding is available for six months post-execution, decreasing from 100% in months one through three to 0% in month seven. No formal set-aside is established; however, DCYF encourages participation by small businesses, minority and women-owned businesses, and veteran-owned businesses through voluntary numerical goals of 20%, 10%, and 1%, respectively, and offers bid preferences of 10% for Washington Small Businesses, 10% for Certified Veteran-Owned Businesses, and 5% for contractors without mandatory individual arbitration requirements (Executive Order 18-03). All bidders must be licensed to do business in Washington State or commit to licensure within 30 days of selection, must not be debarred from federal transactions, and must demonstrate experience providing voluntary, family-driven, strengths-based services and capacity to serve at least one priority community.

A. OVERVIEW, BIDDER QUALIFICATIONS, AND CONTRACT TERM

1. Purpose and Background

This Competitive Solicitation is issued to assist the Washington State Department of

Children, Youth & Families (DCYF) in seeking qualified Contractor(s) to provide voluntary, community-based prevention and support services that help families stay safe, stable, and connected to community supports as they exit Child Welfare involvement, reducing the risk of future Child Welfare involvement and critical incidents.

DCYF, in accordance with Washington law, encourages small and diverse businesses to compete for and participate in DCYF procurements as contractors and as subcontractors to awarded Bidders. See, e.g., RCW 39.19 (OMWBE certified businesses); RCW

43.60A.200 (DVA certified veteran-owned businesses); and RCW 39.26.005

(Washington Small Businesses).

In support of the state’s economic goals and to support a diverse supplier pool, DCYF has established the following voluntary numerical goals for DCYF Competitive Solicitations:

▪ Ten percent (10%) Office of Minority and Woman-Owned Businesses;

▪ One percent (1%) Veteran-Owned Businesses; and

▪ Twenty percent (20%) Washington Small Businesses.

Achievement of these goals is encouraged whether directly or through subcontractors.

2. Objective and Scope

DCYF will refer eligible families to contracted Family Resource Center’s (FRC) at the time of child welfare case closure through the approved Community-Based Pathway

Referral Process. Contracted FRCs will engage families, assess their strengths and needs, and provide service navigation and connections to community and public services for long-term support.

Families are eligible to receive services when they:

• Have a child over three years of age in the home;

• Reside in one of the high-need communities identified by DCYF;

• Are referred by DCYF at the time of case closure.

DCYF estimates approximately 1,170 families may participate in services annually across the identified communities, based on an estimated 25% participation rate.

Eligible child welfare cases may include Child Protective Services (CPS) investigations, Family Assessment Response (FAR), Family Voluntary Services (FVS), Family

Reconciliation Services (FRS), Child and Family Welfare Services (CFWS), or Tribal

Payment Only (TPO).
