About this file

This is a Diverse Business Inclusion Plan template for the Washington Department of Children, Youth, and Families (DCYF) in response to RFQ No. 27-DCYF-PPS-009 for the Family Resource Center Case Closure Pilot program. The pilot program aims to provide voluntary, community-based prevention and support services to help families remain safe, stable, and connected to community resources as they exit child welfare involvement, thereby reducing the risk of future child welfare involvement and critical incidents. The template is a mandatory pass/fail requirement that bidders must complete and submit with their RFQ response if they plan to utilize subcontractors to perform the awarded contract.

The Diverse Business Inclusion Plan establishes voluntary numerical participation goals to encourage small and diverse business participation, including ten percent (10%) for Office of Minority and Woman Owned Businesses (OMWBE) certified businesses, one percent (1%) for Veteran-Owned certified businesses, and twenty percent (20%) for Washington Self-Certified Small Businesses. Bidders are required to list anticipated small and diverse business subcontractors, provide applicable certification numbers, and describe their outreach strategy and plan to meet or exceed the proposed subcontract goals. Bidders must identify a primary contact for their Diverse Business Inclusion Plan and commit to making a genuine effort to achieve the proposed subcontract amounts with small and diverse business subcontractors through a comprehensive outreach strategy.
