About this file

This document is a Bid Submittal Form for a Job Order Contract (JOC) issued by Pinellas County, Florida, specifically for the STAR Center Chiller 2 Replacement project. The form provides detailed instructions for bidders to submit adjustment factors for various work categories, including non-secure and secure areas during normal and non-normal working hours, as well as non-pre-priced tasks. The bid evaluation will use a weighted methodology, with 60% weight given to non-secure areas during normal working hours, 10% for non-secure areas outside normal hours, 10% for secure areas during normal hours, 10% for secure areas outside normal hours, and 10% for non-pre-priced tasks.

The pricing mechanism involves applying adjustment factors to unit prices in the Construction Task Catalog, with bidders required to submit a single adjustment factor that will be applied across all unit prices. The adjustment factor can increase or decrease prices, with 1.0000 representing the base price, 1.1000 indicating a 10% increase, and 0.9500 representing a 5% decrease. Bidders must adhere to specific rules, such as ensuring that adjustment factors for other than normal working hours are greater than or equal to normal working hours factors, and that the non-pre-priced task adjustment factor is at least 1.0000. The County reserves the right to correct arithmetic errors and will use the submitted adjustment factors to calculate an Award Criteria Figure for bid evaluation purposes.
