About this file

This is a bid specification addendum document issued by the City of Toledo, Ohio, in conjunction with the Northwest Ohio Building and Construction Trades Council (NWOBTC), establishing Project Labor Agreement (PLA) requirements for the Lucas County Concrete/Asphalt Restoration 2026 construction project. The specification applies to all construction contracts valued at $100,000 or greater that are funded by the City of Toledo or other sources that do not exclude PLAs. Successful bidders must enter into a PLA with the NWOBTC within fifteen days of bid award notification, with a pre-job conference to be held during this period. An executed Project Labor Agreement must be submitted to the Division of Purchases and Supplies within fifteen working days following the pre-job conference and must bear signatures from both the lead contractor and the Executive Secretary of the NWOBTC to be considered valid.

All bid submissions must be completed through the City of Toledo's PlanetBids e-bid portal and require submission of multiple supporting documents, including construction project paperwork, line items, a bid guaranty (in the form of a cashier's check, official check, or bid bond), and a signed contract. Bid prices must be stated to two or four decimal places, with only one price per line item accepted. The bid guaranty must be received by the Division of Purchases and Supplies no later than the bid due date and time, with personal checks not accepted. The successful bidder and all associated contractors and subcontractors must fully comply with all provisions of the executed PLA. Beginning with bids advertised on or after March 13, 2026, certain documents will only require single submission for the duration of all City contracts, provided the bidder notifies the City of any information changes.

Project Labor Agreement (PLA)

Toledo Municipal Code Section 187.12(d) requires the successful bidder of a construction contract of $100,000 or greater, which is funded by the City of Toledo or other sources that do not exclude Project Labor Agreements (“PLA”), to enter into a PLA with the Northwest Ohio Building and Construction Trades Council (“NWOBTC”).

Once the successful bidder is notified of bid award, a pre-job conference shall be held within fifteen (15) days of the award notification between the Bidder and the Northwest Ohio Building and Construction Trades Council (“NWOBTC”). An executed Project Labor Agreement must be delivered to the Division of Purchases and Supplies within fifteen (15) working days from pre-job conference with NWOBTC. An executed Project Labor Agreement must have the signature of the lead contractor and the Executive Secretary of the Northwest Ohio Building and Construction Trades Council at a minimum to be deemed valid.

The successful bidder, and all of the bidder’s contractors and subcontractors, must comply with and adhere to all of the provisions of the PLA executed with the NWOBTC.
