About this file
This is a Bid Narrative Instructions document for the Urban Meadow Courthouse Connection project managed by the City Engineer's Office in Pennsylvania. The project encompasses paving, milling, landscaping, drainage work, and ADA curb ramp installations. All solicitation documents and project details are available at no cost on www.PennBID.net, and bidders must submit responses through this platform. Bids are considered valid for 60 days from submission. Interested prime and subcontractors are required to log into the project profile and indicate their intent to bid prior to submitting a proposal. A questions and answers guide is available in the solicitation documents and must be reviewed before submitting inquiries or attending the mandatory site visit.
The project is subject to prevailing wage requirements under the Department of Labor and Industry, OSHA regulations, Pennsylvania Act 229 of 2002, the Pennsylvania One Call Act (Underground Utility Line Protection Law), the Pennsylvania Human Relations Act, non-collusion affidavit requirements, non-discrimination in employment and contract compliance regulations, and the Public Works Employment Verification Act. Bidders must ensure compliance with PennDOT Publication 9 as the City may elect to use PennDOT liquid fuel funds to finance this project in whole or in part. A non-collusion affidavit is mandatory, and bids containing omissions resulting from industry assumptions will be deemed non-responsive. The City may engage a third-party construction inspection firm to oversee project execution.
