About this file

This file is a Project Specifications document for the Urban Meadow Courthouse Connection project in Harrisburg, Pennsylvania, managed by the City of Harrisburg's Engineering Office. The project encompasses multiple construction work items including thermoplastic pipe installation (15-inch, Group I), manhole frames and covers with grade adjustment rings, Type 4 sanitary sewer manholes ranging from 5 to 10 feet in height with pipe connections, traffic maintenance and protection during construction on North 6th Street, Fulton Street, and North 5th Street, yellow waterborne pavement markings for curb painting at intersections, fire hydrant replacement, trench drain systems, mill and overlay operations, speed slot installations in asphalt pavement, street lighting materials and equipment supply, and landscaping elements including apple serviceberry and eastern redbud trees with 60-inch diameter planters. All work must comply with Pennsylvania Department of Transportation Publication 408 and Capital Region Water (CRW) standards and specifications. The contract includes specific construction scheduling restrictions, including a winter shutdown from November 6, 2026 to March 25, 2027, and no-closure periods during Independence Day (July 2-5, 2027) and Labor Day (September 3-7, 2027). Traffic control coordination is required with the City of Harrisburg, local fire and police departments, the post office, and emergency services, with advance notification periods ranging from 30 minutes to two weeks depending on the scope of work.

Pricing for items is structured on multiple bases including lump sum (traffic maintenance, lighting materials), each unit (manhole frames, fire hydrants, trees, planters), linear feet (curb painting, trench drains), and square yards (mill and overlay). The contractor bears responsibility for all coordination with Capital Region Water for water utility work, including three calendar days advance notification for any water pipe operations and exclusive valve operation by CRW personnel only. The contractor must maintain all traffic patterns on project streets using Pennsylvania traffic control standards, provide advance parking restriction notices, coordinate with property owners and refuse service providers, and ensure continuous access to businesses and residences throughout construction. Material specifications require compliance with AWWA standards for water infrastructure items, PennDOT Publication 408 for construction standards, ADA compliance for drainage grates, and American Nursery and Landscape Association standards for plant materials. All project work is subject to prevailing wage requirements, OSHA compliance, the Pennsylvania One Call Act for utility line protection, and potential use of PennDOT liquid fuel funds, which would require compliance with PennDOT Publication 9.
