About this file

This is Bid Amendment #2 – Questions and Answers document issued by the Illinois Department of Central Management Services (CMS) regarding a Joint Purchase Master Contract (JPMC) solicitation for carbonless paper products. The amendment addresses bidder inquiries related to solicitation 27-416CMS-BOSS4-B-51740 and clarifies that CMS cannot provide quantity estimates for this indefinite quantity contract, as the quantities listed in BidBuy are for evaluation purposes only and do not guarantee actual usage or future orders. The solicitation seeks carbonless paper products, including three-part carbonless forms in various sizes and specifications, available to all governmental units and qualified not-for-profit agencies throughout Illinois. A mandatory pre-bid conference was held on May 7, 2026, with a solicitation deadline of May 26, 2026. The resulting contract will commence on December 26, 2026, or upon final execution, and extend through November 30, 2031, with a maximum total term not exceeding ten years. Delivery is on an F.O.B. Destination basis with a minimum order threshold of $500, and bids must be submitted electronically through BidBuy.

Bidders must provide pricing by case, roll, or pound with detailed package information, and the contract will be awarded to the lowest priced responsive and responsible bidder, with the State retaining the option to award by individual line item if necessary. Pricing must remain firm for the first year following contract execution, after which vendors may request one upward price adjustment per six-month period subject to CMS BOSS approval and limited by the U.S. Bureau of Labor Statistics Producer Price Index for pulp, paper, and allied products. A Business Enterprise Program (BEP) goal of 1 percent has been established, requiring bidders to demonstrate self-performance as a BEP-certified firm, identify BEP-certified subcontractors, or submit documented good faith efforts and a waiver request. All vendors must maintain worker's compensation insurance and general liability coverage of $1,000,000 each, comply with prevailing wage requirements, and submit required disclosure forms including the IPG Active Registered Vendor Disclosure and Vendor Disclosure form. For contracts exceeding $100,000 in annual value, vendors must disclose lobbyist representation and details of all current and pending contracts with State entities. No specific set-asides for small businesses, minority-owned businesses, women-owned businesses, or veteran-owned small businesses are designated for this procurement.
