About this file

This is Bid Amendment #1 for a Joint Purchase Master Contract (JPMC) for carbonless paper issued by the Illinois Department of Central Management Services (CMS) in agreement with the Chief Procurement Officer for General Services. The amendment updates the primary contact to Jeremy.Bliss@illinois.gov and extends the deadline for vendor question submissions to 5:00 PM on May 22, 2026. The bid opening date has been postponed to June 2, 2026, at 2:00 PM. The solicitation seeks carbonless paper products, including three-part carbonless forms in various sizes and specifications, with delivery on an F.O.B. Destination basis and a minimum order threshold of $500. A mandatory pre-bid conference was held on May 7, 2026, and the original solicitation deadline is May 26, 2026. The resulting contract will commence on December 26, 2026, or upon final execution, whichever is later, and will extend through November 30, 2031, with a maximum total term not exceeding ten years.

The amendment clarifies that Section 1.6 regarding subcontracting applies to all potential subcontractors meeting disclosure thresholds regardless of their role and confirms that the State has not specified the number of sheets per case; bidders should submit pricing by case, roll, or pound and include detailed package information in their alternate descriptions specifying sheets per ream and reams per case. The contract will be awarded to the lowest priced responsive and responsible bidder, with the State potentially awarding by individual line item. All vendors must be registered as active vendors with the Illinois Procurement Gateway at bid submission, must complete the IPG Active Registered Vendor Disclosure and Vendor Disclosure form, and must maintain worker's compensation insurance and general liability coverage of $1,000,000 each. A Business Enterprise Program (BEP) goal of 1 percent has been established, requiring bidders to demonstrate either self-performance as a BEP-certified firm or identification of qualifying subcontractors; failure to submit the completed BEP Utilization Plan renders a bid non-responsive.
