About this file

This document is Addenda #4 for Bid 25-07 issued by the Putnam County Procurement Department in Palatka, Florida, related to the Guardrail Repair - 2025 project. The addendum addresses four key questions from potential bidders regarding the guardrail repair contract, covering technical specifications and project logistics. The document clarifies procedures for end anchorage assembly repairs, shoulder work responsibilities, bid bond form requirements, and location marking for repair sites.

The addendum provides specific guidance for contractors, including that end anchorage assemblies less than 50% damaged can be repaired if they meet current FDOT standards, and that the County will repair significant shoulder washouts while minor erosion (less than 4" deep) remains the contractor's responsibility. There is no specific bid bond form requirement, and while not every repair location will be pre-marked, the County is willing to mark specific areas of concern if identified by the contractor. These clarifications are intended to provide additional detail and guidance for bidders preparing their proposals for the guardrail repair project across 42 locations in Putnam County.

Bid 25-07 Guardrail Repair - 2025

Addenda # 4 January 23, 2025

TO ALL BIDDERS SUBMITTING A RESPONSE ON THIS PROJECT

The changes, additions, substitutions, and/or deletions contained in Addenda #4 are hereby made part of the Contract Documents fully and completely for this Bid.

1. Question:

In regards to End Anchorage Assemblies, if the EAA is less than 50% damaged, are we allowed to repair it? FDOT standards call for full replacement if over 50% damaged. Please advise.

Answer:

If the end anchorage is less than 50% damaged and can be repaired to meet current FDOT standard, it can be repaired instead of replaced.

2. Question:

As mentioned in the pre-bid meeting, the County will perform any shoulder work needed to repair washed out shoulders or areas that have no shoulder, in order to install an asphalt pad. Is this correct?

Answer:

The County will repair significant washouts that are identified by the contractor. Minor erosion (less than 4” deep) in the area of the pad or soil leveling will be the responsibility of the contractor.

3. Question:

Does the county have a specific bid bond form that we should use?

Answer:

There is not a specific bid bond form requirement.

4. Question:

It was mentioned in the pre-bid that each location would be marked so we could identify exactly the damages requested to be repaired. Has this been done yet?

Answer:

The repairs at most locations are apparent. The County will not mark every location. If there are specific areas in question, please identify them, and the County will mark the areas that require repair.
