About this file
This document outlines the evaluation criteria for a solicitation to procure six diamond window assemblies for the Advanced Photon Source Upgrade Project. The procurement includes two styles of diamond window assemblies, with two units of one style required for installation at beamlines 20-ID and 1-ID, and four units of the other style required for installation at 20-ID. Vendor proposals will be evaluated based on technical capabilities, past performance, and proposal risk factors. The technical criteria focus on the vendor's ability to vacuum braze diamond joints to withstand thermal cycling, produce high thermal conductivity diamond materials, and meet delivery schedules. Evaluation of past performance encompasses contract references and financial statements from similar past contracts. Proposal risk considers the vendor's understanding of scope, performance risks, and long-term service and support capabilities.

EVALUATION CRITERIA FOR 20-ID DOUBLE APERTURE WHITE BEAM DIAMOND WINDOW
February 22, 2024
SCOPE
The scope of this offer is to build the high heat load diamond window as defined in the specification documents. The contractors are provided detailed statements of work clearly outlining the windows dimensions and tolerances. Argonne specify all the external dimensions while the contractors are to propose the design of the diamond window itself and propose the diamond window design and fabrication details.
The technical evaluation team will review the packages submitted by the contractors. The engineering drawings, the technical specifications for manufacturing the parts along with the testing requirements provided to the vendors will form the basis for the evaluation. Listed below are the various criteria for the evaluation of the bid packages.
Evaluation of vendor proposals will be performed for each of three categories: 1) Technical Criteria, 2) Past Performance, and 3) Proposal Risk, as detailed below.
1 TECHNICAL EVALUATION CRITERIA
For proposal evaluation against technical capabilities, the Contractor shall provide as part of their response a description of the plan for the items listed below
No.
Criteria Listed by Order of Importance
1
Demonstrate the ability to vacuum braze diamond to form a flexible joint that can withstand heat load cycles. Contractor is required to present the diamond to copper joint design
2
Demonstrate capability to produce or acquire optical grade high thermal conductivity polycrystalline diamond that has thermal conductivity equal to or greater than 2.0 W/mm C.
3
Demonstrate capability to adequately conduct UHV vacuum leak test and hydrostatic testing of components
4
Demonstrate capability to meet delivery schedule
5
Contractors QA and ES&H program
2 PAST PERFORMANCE CRITERIA
Contractors shall be evaluated on their past performance in providing similar equipment and services to those solicited in this RFP, and shall provide documentation needed by the representative of Argonne National Laboratory to adequately evaluate the Contractor’s capability to provide the specified system. Argonne National Laboratory reserves the right to send representatives to visit prospective supplier sites to gather additional pre-bid qualification information. Contractors are encouraged to supply a brief description of their available manufacturing, test, research and development, and maintenance facilities.
In addition to any other information that the Contractor shall provide to allow Argonne to evaluate past performance, each Contractor shall furnish with their proposal the following information:
1. A list of three (3) contracts in the past five years that have been awarded to the Contractor of white beam window as Contractor’s proposal, that have been completed and are as similar as possible in nature to the requirements covered by the technical specifications.
2. The list should provide the following information for each contract:
a. Contract Title
b. Contract Number
c. Date of Award
d. Client’s Name and Address
e. Contract Amount
f. Name of Client’s Contract(s) regarding performance evaluation
g. Telephone/Fax/E-mail numbers for Client Contract(s)
h. A copy of the Contractor’s latest audited financial statement.
i. Any sharable performance data.
3 PROPOSAL RISK
Proposal Risk shall be considered with respect to all other factors. Evaluation of Proposal Risk includes consideration of: Contractor’s demonstration of understanding of scope; risk of successful performance of the contract; ability and commitment to service and support the system and its operation over the system’s lifetime after successful execution of the award; details of service contracts, numbers, and proximity of service personnel; service response time; service contract cost; etc.
