About this file
This document is a detailed functional specification for Battery Energy Storage System (BESS) equipment for Pasadena Water and Power (PWP), focusing on technical requirements for three primary components: a Step-Up Transformer, 35 kV Metal-Clad Switchgear (primary side), and Circuit Breakers and Metal-Clad Switchgear (secondary side). The specifications outline comprehensive technical standards, performance requirements, and design parameters for electrical infrastructure components to be installed at the Glenarm Power Plant. Key requirements include three-phase systems operating at 60 Hz, specific voltage classes (35 kV), seismic qualification at the High Seismic Qualification Level, and compliance with IEEE, ANSI, ASME, AWS, and NEMA standards.
The document emphasizes rigorous technical specifications including detailed requirements for transformer cooling, oil preservation systems, painting, monitoring systems, and protective features. Each component must meet stringent performance standards, such as temperature range tolerance (-15 to +50 degrees Celsius), specific impulse levels, and interrupting capabilities. The specifications require comprehensive documentation, including outline drawings, nameplate details, and instruction books. Manufacturers must provide recommended spare parts for a ten-year operation period and be responsible for full freight and off-loading. The technical specifications are designed to ensure high reliability, safety, and performance of the electrical infrastructure supporting the 25 MW Battery Energy Storage System project.
