WCF Security Support Services
BEP-RFP-13-0232
IAW Technical, Factor 2 - Management Approach - Offerors shall submit a proposal that demonstrates… Qualifications of key personnel (ie. project manager, team supervisor, and other relevant key positions) describing their experience in office administrative services in the management approach section of their submission.
Q1- Will the Government identify all Key Personnel positions and identify any additional / specific qualifications other than what is listed in para 1.4.1?
A1- Key personnel positions and qualifications are identified in section 1.4 of the Performance Work Statement.
IAW para 6.2.5 Contractor employees or subcontractor employees who have been cleared and are working on-site at BEP's facility will be subject to an annual criminal history check.
Q2- Who is required to conduct the annual criminal history checks, Contractor or Government?
A2- The Government would be responsible for the criminal history checks.
IAW PART 1, 1.0 GENERAL:
The Contractor shall provide all personnel, equipment, supplies, tools, materials, supervision, and other items and non-personal services necessary to perform security support services as defined in this Performance Work Statement (PWS) except for those items specified as government furnished property (GFP). The Contractor shall perform to the standards defined herein this document.
Q3- Who is responsible to provide the administrative supplies (ink, toner, copy paper, blank badge / PIV Cards, lanyards, protective sleeves, clips, machines, etc. to produce the BEP badges, temporary passes, and any other document requested / required by the contract, the Contractor or Government?
A3- The Government shall provide equipment, tools and materials necessary to produce BEP badges, temporary passes, PIV cards, parking permits and items associated with their production.
IAW para 1.3.2 Hours of Operation: The Contractor shall plan and schedule Services to be performed Monday through Friday during the following Hours of Operation except Federal Holidays, at the designated locations below;
a) Processing Center 5:00AM to 4:00 PM
b) Badge Room 6:00 AM to 4:00 PM
c) Currency Destruction Detail between 7:00 AM and 7:00 PM Q4- Is it the Government’s intention of having each of the above locations open and staffed during the listed hours of operation?
A4- Yes. The Processing Center and Badge Room hours of operation are as listed in the Performance Work Statement. Staffing for the Destruction Detail needs to be available during the hours stated in the Performance Work Statement.
IAW 1 .4.6 Training: The Contractor shall ensure that all personnel have been properly trained, certified, or licensed as required to perform all Services as required by this PWS. Training includes but is not limited to;
a) X-Ray Machine Basic Training, to be provided as a part of the transition
b) Visitor Access Request (VAR), to be provided as a part of the transition
c) Security Management System (SMS) or upgraded software, to be provided as a part of the transition Q5a- Who is authorized to conduct / certify / license Contractor employees on the above listed required training?
A5a- The Government or incumbent shall provide training listed in section 1.4.6 (a-J) as part of the transition or training listed as provided by BEP after contract award.
Q5b- Will the Contractor incur any cost for the above training requirements?
A5b- The contractor will not incur any cost for Government provided training.
IAW H.2 Security Requirements, para c. Security Access General Requirements
(7) Some of the work to be performed may require access to restricted data and classified National Security information, compartmentalized information, restricted physical areas, and classified systems. All individuals proposed to perform requirements involving such access must have the appropriate security clearances, as designated by the BEP, at the time that the specific tasking is initiated. These requirements will be identified on a case by case basis and discussed between the COR and Contracting Officer prior to the start of the assignment . The contractor must show how these requirements will be met and the depth of corporate resources available to respond to ongoing requirements.
Q6- Is the Government requiring for the Contractor to have a Facility Clearance and if YES, what level of clearance?
A6- High Risk
IAW B. SPECIFIC INSTRUCTIONS:
1. The offeror's proposal may be submitted by email (a) Technical Proposal, and (b) a Price Proposal in response to this solicitation. The proposal package and contents therein must be properly tabbed, organized and legible. Offeror's proposals are to be no more than twenty-five (25) pages in length.
Q7- Will the Government clarify /identify what the Page Limits are for the Technical and Pricing proposals separately?
A7- The offeror’s proposal should be no more than twenty-five (25) pages in total length.
