LRFP; Section L; Pg. 99"L.2.6. Paragraphs should be single spaced. Each paragraph shall be separated by at least

one blank line. A standard, 12-point minimum Arial font size is required. Tables shall be 12-point font and may be landscape. Illustrations (e.g. images or diagrams) shall use a font size of no less than 12-point and may be landscape."

LRFP; Section L; Pg. 101L.3.4 - "All referenced PWS sections are inclusive of sub-paragraphs and sections unless specific sub paragraphs

are listed (e.g. a reference to paragraph 3.1 implicitly includes all 3.1.x and other nested paragraphs unless specific sub-paragraphs are also listed)."

L.3.5.a - "The Offeror shall describe how the Offeror’s organization will adapt to rapidly changing program requirements and provide the required agility, flexibility, and responsiveness to meet customer and technical requirements, constraints, and priorities.

Relevant PWS sections include IDIQ PWS and TO 0001: 1.6, 1.6.11, 5.1, 5.1.1, 5.1.2, 5.1.3, 5.1.4, 5.1.5, 5.1.6, 5.1.7, 5.1.7.1, 5.1.8"

Is it correct to understand that since 1.6 and 1.6.11 then the other subparagraphs under 1.6 don't need to be addressed except for 1.6.11?No, L.3.4 and L.3.5.a, etc have been updated and all subparagraphs shall be considered.
LRFP Sect L, page 95 - Proposal shall be valid for 400 calendar days from date of initial proposal submission. In light of recent DoD economic guidance to industry partner feedback comments and this solicitation is a Total Small Business Set-Aside acquisition, Sect L submission instructions that proposal shall be vaid for 400 calendar days is out of synch with current economic situation. Would the Government consider the following: Proposal shall be valid for 180 calendar days from date of initial proposal submission. A proposal that shall be valid for 400 calendar days presents a very real challenge to small businesses and would limit potential competitive small business offerors.Proposal validity has been updated.

PWSIDIQ PWS, 4.2, Pg. 15Ref: The Contractor shall possess and maintain a Secret Facility Security Clearance from the Defense Security Service.

The Draft DD254 indicates a Top Secret Facility Security Clearance is required. Which is correct? Defense Security Services issues the personnel security clearances (PCL) for U.S. citizen employees of a contractor who require access to classified information. Clearances may be at the CONFIDENTIAL, SECRET and TOP SECRET level. Individuals cannot apply for a personnel security clearance application on their own. Rather, the company determines whether an employee will require access to classified information in performance of tasks or services related to the fulfillment of a classified contract. Once the company makes this determination, the individual may be processed for a security clearance. Review the Defense Security Service website of Frequently Asked Questions for additional information: http://www.dss.mil/psmo-i/ps_faqs.html A facility clearance (FCL) is an administrative determination that, from a national security standpoint, a facility is eligible for access to classified information at the same or lower classification category as the clearance being granted. It is a clearance of the business entity; it has nothing to do with the physical office structure. The FCL may be granted at the CONFIDENTIAL, SECRET, or TOP SECRET level. A contractor or prospective contractor cannot apply for its own facility clearance. A procuring activity of the Government, or cleared contractor in the case of subcontracting, may request the clearance when a definite, classified procurement need has been established. Review the Defense Security Service website of Frequently Asked Questions for additional information: http://www.dss.mil/isp/fac_clear/per_sec_clear_proc_faqs.html and the checklist for application: http://www.dss.mil/isp/fac_clear/fac_clear_check.html In addition to having an FCL, some companies are required to “safeguard” classified information at their location. If this is the case, then they must receive Government approval to safeguard classified information.

PWS IDIQ PWS, 5.5, Pg. 31 Ref: Customer Support

"The Contractor shall ensure that sufficient funds are available to conduct service before proceeding."

"As these tasks are identified, the Contractor shall be asked to submit a proposal based on pre-negotiated rates for execution of the task on an FFP basis for the labor and a Cost basis for travel."

Since the requirements for Customer Support are not defined, how can the offerors provide and estimate for this in Attachment L5 BCTE Cost-Pricing Workbook in the Basic IDIQ and TO 00001 Tabs?As these tasks are identified during our current contract for BCTC-ES, the Contractor will be provided with those during Phase In. The contractor shall be asked to submit a proposal based on pre-negotiated rates for execution of the task on an FFP basis for the labor and a Cost basis for travel. Offerors can make estimates based on repair work which may also include inspection, testing, adjustment, calibration, part or component replacement and programming, modernization, and cybersecurity (CS) support as required to complete the service request.
PWSIDIQ PWS, 5.6.4, Pg. 32Ref: "Scope. The Contractor shall provide the management staff, material and financial resources, and technical expertise to perform all the tasks included in this task. PWSIDIQ PWS, 7.1, Pg43Ref: "c) Acceptable Quality Level (AQL). Sets forth the maximum allowable deviation from perfect performance for each listed service. Allowable Level of Performance that may occur before the Contractor will receive less than 100% of the maximum payment for the listed service."

What is the Government's methodoloy for reducing payment if the AQL is determine not met?

Decision Tables: When a service has failed to meet AQL, a decision must be made as to who is at fault (contractor or Government). A decision table is used for this purpose. The decision table identifies different kinds of unsatisfactory performance, probable cause factors, and the things from which these factors could result.

DD254Attachment 5 DD-254 BCTE Draft 7 Oct 2022The draft DD 254 identifies the requirement for a Top Secret facility security clearance.
If the two parent companies form a JV to propose BCTE and both companies have a Top Secret facility security clearance, does the unpopulated JV require a Top Secret clearance given that both companies performing the work have that clearance? No. A joint venture does not have to hold the facility clearance where its members do hold the required facility clearance. For this procurement, joint ventures are established pursuant to the Small Business Administration (SBA) Mentor-Protégé Program (MPP). The regulation governing facility clearances for SBA MPP joint ventures may be found at 13 C.F.R. 121.103(h)(4). Sources: 13 C.F.R. 121.103(h)(4); Section 1629 of the 2020 NDAA; InfoPoint LLC, B-419856 (August 27, 2021). Secret and Top-secret personnel required at time of award per PWS 4.2. Note: The prime contractor is the entire Joint Venture as formed pursuant to the SBA MPP program. This will include any person or entity that is part of the JV agreement formed under 13 C.F.R.125.8 and 13 C.F.R. 125.9. Subcontractors will not be part of this agreement. Additionally, the SBA rule at 13 C.F.R. 103(h)(4) allows a joint venture to rely on the facility security clearances of its members. This applies to facility clearances only (as opposed to personnel security clearances). Personnel may also require clearances in addition to the facility clearance. Posted on SAMS.GOV 16 Feb 2023

Section M.3.2.d states: " L.3.5c indicates a requirement for offerors to provide a Configuration Management plan. However, the Government does not indicate within solicitation Sections L.2.7 or L.3.5.c how many pages are allocated for the Configuration Management plan or if the Configuration Management plan should be included with the Risk Management Plan. Will the Government please provide the page count allocation for the Configuration Management Plan? If the Configuration Management Plan should be included as part of the Risk Management Plan, we request an increase in page count to allow offerors the ability to adequately address both requirements.CM will be inclusive of the RMP. LSolicitation L.2.7 & L.3.5.c. Pg 100 & 103Section L.2.7 provides a Table that specifies the content and maximum pages for Volume I (Program Management/Technical). This requirement states: "40* + IMP (20) + IMS (20) (maximum page size is 11 inches x 17 inches, in landscape view) + RMP (10) for total page count of 50 pages for Vol I. " Section L.3.5.c states: "The Offeror shall provide an initial Configuration Management (CM) and Risk Management Plans (RMP)s." Recommend an additional 10 pages be provided and allocated to Volume 1 for the documentation and submission of a CM Plan as part of Factor 1 - Subfactor 3. Define within section L and M the requirments for an initial Configuration Management (CM) and Risk Management Plans (RMP)s. The Government does not specify a Configuration Management (CM) Plan requirement nor allocate page count in Section L.2.7; however, Section L.3.5.c defines a requirement for a CM Plan in addition to the Risk Management Plan (RMP). Is a CM Plan required? If so, will the Government allocate additional page count in Volume 1 for this requirement as a CM Plan and RMP cannot be feasible and credibly documented within 10 pages. Will the government define within section L and M the requirments for an initial Configuration Management (CM) and Risk Management Plans (RMP)s?Volume 1 page count requirement updated to: 20* + IMP (10) + IMS (20) (maximum page size is 8.5 inches x 11 inches) + RMP (inclusive of CM) (10) for total page count of 60 pages.

Recommend the Volume II page count be extended to 35 pages. Given the requirements listed within Section L.3.6 and page count limitation of 25 pages would the Government increase the page count limit of Volume II to 35 pages? This would enable offerors the ability to adequately address all Solicitation requirements for this volume.Page counted updated from 25 to 35

The Offeror shall describe how they will support site fielding’s and/or site refreshes at multiple sites concurrently, for both JLCCTC sites and MTC sites." These requirements seem to be best aligned with Factor 1, Management/Technical Approach. Recommend the Government move the requirements to Factor 1 or modify the language to "The Offeror shall discuss their experience…" if the intent is to define parameters for past performance citations.Verbiage updated.
