TO 0001 PWS 9.2.2
pg 15Section 9.2.2 states "The contractor shall procure 1300 Dell 7770 laptops workstations for refresh annually to JLCCTC sites worldwide. Typically, hardware will be refreshed five years after deployment. Workstations will be drop-shipped directly to sites and will not require travel."

Q1: For this 12 month TO, what exact sites will the 1300 workstations be procured for and delivered to for install?

Q2: Are the listed sites in 9.2.1 for CBCSE installation? Knowing the exact sites is important for delivery and imaging and will impact the cost.

Q3: How many Dell 7770 laptops per site which is also imperative to know for proper IMS planning? Q1: Exact Sites are still to be determinded. It is not the Government's intention for offerors to provide any installation services for the Dell 7770 laptop workstations once they arrive at each site - that is a site responsibility. The laptops will be dropped shipped from the manufacturer direct to sites so no additional costs should be bid except purchase of the laptops.

Q2: Yes, that is correct. The sites listed in 9.2.1 are the planned sites for CBCSE installations.

Q3: The per site quantities remains to be determined. As specified above in Q1 answer, no additional costs should be bid except for the purchase price of the laptops.

TO 0001 PWS 9.2.2

That is a site responsibility.
TO 0001 PWS 9.2.2

pg 15 Addendum 3 In Section 9.2.2 the workstation product is stated as Dell 7770 laptop. However, Addendum 3 shows three Dell hardware types. Will the Government verify the product requirement for the 1300 workstations?

The product requirement for the 1300 workstations are Dell 7770 laptops

TO 0001 PWS 9.2.2

pg 15 Addendum 3 Could the govt please identify each Site listed in 9.2.1 by the type of JLCCTC environment as listed in Addendum 3:

JLCCTC BDE SE

JLCCTC BDE SE MOBILE

JLCCTC BDE DE

JLCCTC DIV (LE+ME+UE)

JLCCTC VTCF

JLCCT C SVS

JLCCTC SAS

For example, JBER is considered xx JLCCTC location. Would the Government consider adding a new matrix of listed CBCSE and BCTC-ES sites, aligned to Addendum 3? Equipment specifics are now added to 9.2.1 (note the equipment listed may change upon award based on fielding requirements and updates).

Future Task Orders will add additional sites as mission dictates.

Attachment 4 Notional Schedule Row 10 CBCSE Fielding Sites shows 18.

Q1: Can the Government list the exact names of those 18 and how many of the 1300 HW Dell 7770 laptops will go to each?

Q2: Should the listed CBCSE Site (18) also match the listed sites in para. 9 .2.2 in TO 0001 PWS?

Q1: Details of locations to be fielded laptops vary year to year, no information is available. Refer to TO-0001 PWS section 9.2.1 for quantities of laptops to be procured Q2: Details of locations to be fielded laptops vary year to year, no information is available. Refer to TO-0001 PWS section 9.2.1 for quantities of laptops to be procured

Attachment 4 Notional ScheduleIs the notional schedule attachment tied exactly to Task Order 001? If so, can the Government map Column A to specific TO 0001 PWS requirements to ensure offerors IMP and IMS are not duplicating entries?
The notional schedule is tied to Task Order 1. The notional and does not need to be mapped to the PWS requirements
TO 0001 PWS

9.2 pg 15 Section 9.2 states "The contractor shall provide travel, labor and equipment to install CBCSE suites at the following 16 sites."

Please clarify if the 16 listed locations is new install/fieldings or if the CBCSE equipment/ software are already in place at those sites and this is simply a refresh?

These 16 sites are not mearly a refresh, they will need all new equipment (note the sites and actual equipment listed may change upon award based on fielding requirements and updates at that time).

IDIQ PWS 5.11.15
pg 43-44The listed ESS Schedule at the IDIQ base level is the same as the Task Order PWS 23.4. Please clarify if there are any other sites that require ESS support. At this time that is an accurate list on both PWSs.
Attachment 4 Notional SchedulePlease clarify details and specific requirements for Battlefield Visualization Refresh and Reconfiguaral TOC equipment as these are not listed anywhere within the IDIQ or TO 0001 PWSs.These are identifed and based off of the Site surveys, as each site has different qtys and requirements.
Attachment 4 Notional Schedule and TO 0001 PWS 26.3 Addendum 2
pg 25According to the Notional Schedule, JMSC Graf MCA is listed for 1Q FY25.

Q1: Because this falls within the Calendar year 2024, is this MCA requirement part of Task Order 001?

Q2: Does this listed requirement reflect a new install of MCA equipment as identified in Addendum 2 for a Large MTC, or is it a refresh of Addendum 2 equipment? Q1. The MCA is initiating in FY25, so the work for BCTC-ES at the MCA site will not be reflected in TO1.

Q2. Yes. The new install MCA equipment as identified in Addendum 2 for a Large MTC.

Attachment 4 Notional Schedule The notional schedule depicts "Fielding JLCCTC v9.0" in 4QFY23.

Q1: Is the assumption that all MTCs (or JLCCTC Sites) starting 1QFY24 will all have the loaded JLCCTC v9 software?

Q2: If not, how many sites (by name) still require the conversion to 9.0 --- and are still running the lower version of JLCCTC?

Q3: Will there be any new JLCCTC software upgrades or installs planned for the Task ORder period or the IDIQ base year?

Q1: To clarify, only sites fielded listed in TO-0001 PWS 9.2.1 will be moving to v9 software. All other sites would remain at the previous software.

Q2: See Q1 answer Q3: See Q1 answer Attachment 4 Notional Schedule In Attachment 4, FF&E refresh is listed for 5 sites for FY24.

Q1: These 5 sites show in the notional schedule but is not included in the TO 0001 PWS. Are these 5 sites included as part of Task Order 0001 requirements and evaluation?

Q2: If so, can the Government provide further details for those sites and the FF&E to be included? Q1. Yes they will be inlcuded in the evalustions and are listed in TO 0001 PWS 9.1.

Q2. These are identifed and based off of the Site surveys we will be doing this year, as each site has different qtys and requirements. 26.2 will give a good idea of what we refresh.

RFP L.3.2 (Past Peformance)
pg 115Section L.3.2 states "The Offeror shall describe their experience(s) in the following area(s): Supporting site fielding’s and/or site refreshes at multiple sites concurrently, for both JLCCTC sites and MTC sites."
By requiring experience at both JLCCTC and MTC sites, this provides an unfair advantage to the current incumbent contractor. Would the government consider revising this to read, "The Offeror shall describe their experience(s) in the following area(s): Supporting site fielding’s and/or site refreshes at multiple sites concurrently, both CONUS and OCONUS."Yes. Correction made in section L. It now reads: The Offeror shall describe their experience(s) in the following area(s): Supporting site fielding’s and/or site refreshes at multiple sites concurrently, both CONUS and OCONUS.
RFP L.2.6

RFP L.2.6
pg 111As the IMS is a large document containing many fields and a Gantt chart, will the Government allow 11x17 pages to be used?Yes, updated L.2.6 to 11X17 for IMS

Q1: Can the Government clarify which PWS sections are applicable to Subfactor 2, Delivery/Task Order 0001?

Q2: There is no 25.3 within the DO/TO 0001 PWS. Can the Government clarify which section is being referenced here?A1 and A2: All of 1.6 and all of 5 in the IDIQ PWS and all of 8 in the DO/TO PWS
RFP

L.3.2 pg 115 Section L.3.2 states 'This section will further include written consent of major subcontractors to allow the disclosure of their subcontractor’s past performance information to the Offeror."

Can the Government confirm that the written consent letters from major subcontractors are outside of page count as they are not considered part of the narrative?Confirmed, that the written consent letters from major subcontractors are outside of page count as they are not considered part of the narrative

RFP

L.3.3.d pg 121 Section L.3.3.d Factor 3 - Subfactor 4, Cost/Price Proposal states “For the cost-plus fixed fee ID/IQ CLINs 0008, 1008 and 2008, and 0009, 1009 and 2009 for BCTC-ES Material, Equipment and ODC, and CBCSE Material, Equipment and ODC, and T.O. 0001 CLINs 0005 and 0006 for BCTC-ES Material, Equipment and ODC, and CBCSE Material, Equipment and ODC, and offeror shall provide material pricing based on the material listed in the PWS, including types and quantities of all material required to complete the effort.

TO 0001 CLINS 0005 and 0006 for BCTC-ES Material, Equipment and ODC, and CBCSE Material, Equipment and ODC do not match up with Attachment 10 BCTE Cost Pricing Workbook. Can the Government please clarify the correct CLIN #s?L.3.3.d has been updated: For the cost-plus fixed fee ID/IQ CLINs 0005, 1005 and 2005, and 0006, 1006 and 2006 for BCTC-ES Installation Services Labor and CBCSE Installation Services Labor, and T.O. 0001 CLINs 0005 and 0006 for BCTC-ES Installation Services Labor and CBCSE Installation Services Labor, the Offeror shall provide labor pricing, by labor category, demonstrating the build-up of fully burdened labor costs and proposed hours for each category. The Offeror will provide a separate workbook showing the roll up of total cost proposed for each CLIN including fee, providing the basis of estimate and supporting documentation for each. Note that the Offeror’s proposed pricing for CLINs X005 and X006 should assume that Material/ODC, Software Licenses and Travel will be charged to the individual Material/ODC, Software License and Travel CLINs during the execution of the contract, and therefore should only include labor costs.
Attachment 1 IDIQ PWS

5.2.1 pg 23 Section 5.2.1 from the IDIQ PWS states, “COTS Products Procurement. As authorized by the Government, the Contractor shall procure COTS products. The Contractor shall pre-coordinate any material purchasing activities with the Government Integrated Product Team. All computer related hardware, software licenses, Information Technology (IT), or related services shall be purchased through the Army’s CHESS IT and DoD Enterprise Software Initiatives (ESI) schedules in performing this contract. COTS products acquired shall be on the DoD UC APL. The Army’s CHESS program is the mandatory source for commercial IT purchases.”

Q1: As the Army’s CHESS program is the mandatory source for commercial IT purchases, does the government wish for offerors to contact CHESS vendors to get the pricing for these materials?

Q2: The description of the material items within the IDIQ PWS and TO 0001 PWS does not include the configurations or anything other than the short descriptions related to the product required. Therefore, all offerors will be pricing different configurations of materials and it will not be a like pricing excercise. Can the Government please provide a detailed list of the material required? The Government has provided not to exceed (NTE) values for all Material/ODC, Software Licenses and Travel CLIN amounts for TO 0001 only.

A1. It is up to the offerors to determine the sources they want to use for materials pricing.

A2. COTS equipment listed represents the specific model of hardware being used today. Offeror has the discression of pricing hardware in alignment with historical product models. Details are to be determined by the offeror.

9.1.1ASTi has been the solution provider for RWIS equipment since 2017 under PO W900KK-18-P-001. From the time of contract award to present, ASTi has provided material support and services for 34 CONSUS, OCONUS, ARNG and USAR sites. The current RFP only lists 10 sites in section 9.1.1 to be supported. Will you please address the discrepancy between the sites listed and the sites known to be actively using RWIS and supported by ASTi.National Simulaiton Center directs BCTC-ES on how to support MTCs at this time.
Attachment 12 and 10Attachment 12 tab “New BCTE TO 0001”, CLIN 0007 CLIN Type CPFF. In the IDIQ, this is a FFP CLIN. Attachment 10 CLIN 007 CLIN type is FFP.
Q. Which is correct - FFP or CPFF?Attachment 12, Section B will not be used. Attachemnt 12 is now BCTE PWS Crosswalk
Attachment 2 TO 0001 PWS, Section 9.1.2, page 13-14Q. How will any existing software, hardware, or service contract licenses be passed over to the new contractor? Will the contractor have a direct line to Microsoft, for example, or work through a third party service provider for license support?

Hardware and software purchased through CHESS have a different logistical path than if acquired commercially. Service is tied to equipment and software and not to specific offeror. This makes for a seemless handover for the new offeror.

Exhibit A-1 & A-2 BCTE TO 0001 & ID/IQ CDRLs Cdrls presented in both Exhibits use varying date information for deliveries. Most CDRLs just state days after or before an event. CDRLS A004, A005, A006, A007, B002 & B004 state Work Days after or before the triggering event. CDRLs B005 & B006 state Calendar Days for initial dedliveries and Busioness Days for subsequent deliveries. All other CDRLs state days for both initial and subsequent deliveries. When developing the IMS as required for both the ID/IQ and TO 0001, interpreting the meaning of "Days" can influence the schedle.

Q. Shoul we consider "Days" when scheduling tasks as calendar days or work/business days?Use Calendar days when scheduling tasks.
PWS 1.6.18.1Request a copy of the IC Phase Out Plan. This will allow us to draft a more accurate Phase-In Plan to submit with our proposal.Hand over should be done during Phase In, but also figure out a solution for capturing these licensces.
PWS 5.2.6PWS 5.2.6 states in part “After completion of the course, all personnel shall be capable of operating, maintaining, and troubleshooting the equipment.”

Q. Does this training include instruction to the MTC personnel on the operation of the CBCSE installed JLCCTC software?

A. This paragraph has a typo, removed "CBCSE" from this paragraph as it does not apply, and there is no training requirement from CBCSE. JLCCTC equipment training is provided on a separate contract.

PWS 1.6.8 and 5.1.8.7 On 15 Feb 23 DoD release DOD Manual 8140.03 CYBERSPACE WORKFORCE QUALIFICATION AND MANAGEMENT PROGRAM. It is our understanding that this manual supersedes DoD 8570.01-M.

Q. Will the government clarify what Cyber qualifications standard will be used to govern this IDIQ?

A. The latest standard of any referenced DoD Manuals will always be used as governance on this effort.

PWS 1.6.8 and 5.1.8.7 Follow-on to above question: If DOD Manual 8140.03 CYBERSPACE WORKFORCE QUALIFICATION AND MANAGEMENT PROGRAM is the governing manual is it currently in use on the incumbent contract and are the current employees qualified under the new requirements?

A. The latest standard of any referenced DoD Manuals will always be used as governance on this effort.

RFP L.3.1.b Factor 1- Subfactor 2, Delivery/Task Order 0001, pg 113 Relevant PWS sections include IDIQ: 5.8, 5.10.4, 7.7 DO/TO 0001: 8.1.8, 8.1.13, 25.3. IDIQ PWS 5.10.4 and TO PWS 25.3 are not in the PWS files.

Q. Please clarify which PWS items are relevant? All of 1.6 and all of 5 in the IDIQ PWS and all of 8 in the DO/TO PWS
RFP Attachment 4 BCTE Notational ScheduleThe Notional Schedule shows an approximatly 5-6 month overlap in the PoP of tyhe BCTE and the CBCSE Contracts.
Q. Does the Government expect the BCTE contractor to fully staff the BCTE contract CBCSE Tasks for the period of the overlap?Yes. the Government expects the BCTE contractor to fully staff the BCTE contract CBCSE Tasks for the period of the overlap
Solicition, Section FSection F identifies delivery dates for CLINs under the BCTE IDIQ. Should offerors assume these are the award dates (i.e., start dates) for the respective CLINs for purposes of the proposal response and development of the IMS?Yes, offerors assume these are the award dates (i.e., start dates)
Solicition, L.3.1.a Factor 1 - Subfactor 1, Management ApproachSection L requires that offerors shall provide an Integrated Master Schedule (IMS) that covers the base period and DO/TO 0001. DO/TO 0001 is a 12 month period of performance. Since no other tasks, scope, or requirements for other DOs/TOs have been provided, should offerors assume that the IMS should not be resource loaded for any IDIQ level tasks outside of the 12 month POP of DO/TO 0001? Or, should offerors make assumptions relative to other "potential" DOs/TOs and develop the IMS accordingly?IMS is to be only for 36 months as stated in L.3.1.a, the contractor can assume the next two TO will be very similar to TO 0001 just differenet locations.
Solicitation, L.3.4.a Factor 4 Subfactor 1, Certifications and Representations, page 123The RFP states The Offeror shall provide a statement that they will fulfill all requirements of the PWS. The authorized official shall sign the SF 33, complete Section B and Section K- Representations, Certification and Other Statements of Offerors. Attachment 1, BCTE IDIQ PWS, Page 10, Paragraph 1.6.11Can the Government please confirm that resumes and letters of commitment are not required for the two Key Personnel positions?Confirmed, resumes and letters of commitment are not required for the two Key Personnel positions. It is for the Contractor to verify the key personnel meet our requirements.
Attachment 1, BCTE IDIQ PWS, Page 12, Paragraph 1.6.18Does the 60-day Phase-In Period overlap with the final 60 days of the current contract such that the incumbent contractor is available for turnover? At this time the contracts do not overlap for BCTC-ES, but will for CBCSE.
RFP – Section B – Page 21In the provided “Section B – Supplies or Services and Prices” section, there seems to be an omission of a CLIN for “Customer Support” and CLIN 2016 represents “Phase-Out”. Additionally, Attachment 10 Amendment 1 tab “Basic IDIQ” shows CLIN 2016 representing “Customer Support” and a CLIN 2017 representing “Phase Out”. Can the Government provide clarity as to what is the actual CLIN structure for Option Period 2?Section B CLIN Structure (Previously Attachment 12) will not be used. Attachment 13 BCTE PWS Crosswalk is now Attachemnt 12.
Attachment 10 Amend. 1 – “Basic IDIQ” tabColumn A, row 102 in the provided “Basic IDIQ” tab is populated as CLIN “1007”. Can the Government confirm this is supposed to be CLIN “1008”?Corrected to CLIN 1008
Attachment 10 Amend. 1 – “Example Parts Lists” tabThe template in the “Example Parts Lists” tab only provides space to price Materials for four (4) virtualized solution tasks. Understanding that this is an example template, is the offeror expected to propose pricing on materials for all seven (7) virtualized solution tasks found in the IDIQ and TO0001 Performance Work Statements?Deleted Example Parts tab
Attachment 12 – “NEW BCTE TO1 CLINS” tabIn Column C, Rows 15-17, the “Supplies/ Services" listed in these rows do not match the respective CLINS as provided in Section B of the RFP. Can the Government please confirm that the Offeror may include hardware and software quotes outside of CHESS?Comment was deleted from section L. All equipment is to be procured through CHESS. The Government has provided not to exceed (NTE) values for all Material/ODC, Software Licenses and Travel CLIN amounts for TO 0001 only.
Attachment 13 BCTE PWS CrosswalkIt appears that the PWS references as listed in Attachment 13, do not correlate to the actual PWS reference numbers in Attachment 1 BCTE IDIQ PWS and Attachment 2 BCTE TO 0001 PWS. Our conflicting findings are provided in a separate attachment, PWS Crosswalk Inconsistencies.
Will the Government please correct all references in the corresponding documents and release updated solicitation documents?Updated
Attachment 1: Base IDIQ PWS

Section: 5.6 & 5.11.4

Page:35 & 43Language in the Customer Support and ESS Corrective Maintenance sections reads like a T&M contract or Over and Above effort instead of a FFP type as listed in the Cost Workbook. Specifically: "The Contractor shall ensure that sufficient funds are available to conduct service before proceeding" and "requirements represent tasks that may be executed through the life of the contract based on mission corrective maintenance requirements and available funding".
Can the Government please clarify?Several requirements come in from customers last minute plus approval must be granted prior to purchasing.
Attachment 1: Base IDIQ PWS

Section: 5.6 - 5.11 Page: 35 - 46 There is extensive ESS scope in the IDIQ PWS with open ended requirements to include carry over references and conflicts between sections.

Is the intent for the IDIQ PWS to establish generalized ESS requirements and the detailed work will be executed at the Task Order level?

For example - Section 5.7.4 x references a separate "base contract". Section 5.7.4 z, aa, and bb reference "this task order". Section 5.11.1 references para 1.1, Exiting Conditions, which isn't accurate to the current PWS.

Task order has been replaced with contract within the IDIQ PWS.

Attachment 2: T01 IDIQ PWS

Section: 9.2.1 Page: 17 The scope for CBCSE site surveys on Task Order 0001 is not explicitly called out in the PWS, only installation. Please clarify.

Hardware listed represents what has been fielded to sites in the past. The it is the offerors discression to price appropriately configured hardare to meet the requirements for the respective efforts.

Attachment 2: T01 IDIQ PWS Section: 9.2.2 Page: 17 For the Dell 7770 laptops, no configuration is listed and they may be End of Life and unavailable for costing.

Are the 1300 Dell laptops intended to only be representative of the type of work to be performed?

Hardware listed represent what has been fielded to sites in the past. The it is the offerors discression to price appropriately configured hardare to meet the requirements for the respective efforts.

Attachment 2: T01 IDIQ PWS Section: 22

Page: 21The Customer Support section includes BCTC-ES and CBCSE in the PWS scope. This has historically only been a BCTC-ES task.
Can the government confirm this is intended for both?It is mainly for BCTC-ES but want to allow room for CBCSE
Attachment 4: Notional Schedule

Section: Schedule tab Page: n/a There are several inconsistencies between Attachment 4 and the remaining RFP documents. For example, The overall alignment with the Fiscal Years (September award), no 60 day Phase In/Out overlap with BCTC-ES, fielding quantities like 18 CBCSE sites vs 16, FY30 (half of the second 2 year option) is missing, Battlefield Visualization Refresh is not a PWS requirement, etc.

Will the government please review and consider revising and providing updated solicitation documents through an Amendment?

Updated Notational schedule
