About this file
This is Addendum No. 5 to a Request for Proposal issued by San Bernardino County's Department of Public Works Special Districts on behalf of the Big Bear Recreation and Park District for comprehensive strategic planning services for the Big Bear Alpine Zoo. The amendment revises the proposal timeline for the RFP (No. SDD-071/SPD126-SPDAD-6131), which seeks development of a five-year strategic plan, master plan, and business plan across five distinct project phases: Discovery & Assessment, Vision & Strategic Direction, 5-Year Strategic Plan development, Master Plan creation, and Business Plan & Financial Modeling. The nonmandatory proposal conference remains scheduled for December 18, 2025, at 10:00 AM, and the deadline for submission of questions is January 22, 2026, at 3:00 PM. The primary change extends the proposal deadline from January 29, 2026, to February 5, 2026, at 3:00 PM. The tentative contract award date remains scheduled for March 2026, with an anticipated project commencement of April 1, 2026.
Proposers must register with the County's ePro system prior to submission and provide three references from similar-sized public agencies with comparable project experience. Insurance requirements include General Liability ($1,000,000 per occurrence), Workers' Compensation, Automobile Liability ($1,000,000–$2,000,000), Professional Liability ($1,000,000 per claim, $2,000,000 aggregate), and Umbrella coverage. The RFP evaluation will weight Qualifications and Experience at 40%, Technical Review at 45%, and References at 15%. All transportation, lodging, and per diem costs must be included in fee proposals, which should be submitted separately in a sealed envelope. The procurement documents do not specify a budget range or set-aside designations for disadvantaged enterprises. The District reserves the right to reject any or all proposals, terminate the RFP process, and negotiate with the highest-ranked proposer(s).
